3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 96.1A, subsection 37, paragraph c, Code
22023, is amended to read as follows:
   3c.  An individual shall be deemed “temporarily unemployed”
4if for a period, verified by the department, not to exceed
5four consecutive weeks,
the individual is unemployed due
6to a plant shutdown, vacation, inventory, lack of work, or
7emergency from the individual’s regular job or trade in which
8the individual worked full-time and will again work full-time,
9if the individual’s employment, although temporarily suspended,
10has not been terminated.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill strikes a requirement that a period of temporary
15unemployment, for purposes of eligibility for unemployment
16benefits, cannot exceed four weeks. An individual who is
17temporarily unemployed is exempt from registering for work at
18an employment office and from being able to work, available for
19work, and earnestly and actively seeking work in order to be
20eligible for unemployment benefits.
