3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  148C.6  Treatment of opioid use
2disorders.
   31.  A physician assistant may, consistent with federal law
4and regulations, prescribe and administer buprenorphine and
5other medications used in the medication-assisted treatment of
6opioid use disorders.
   72.  The board of medicine shall adopt rules for the
8implementation of this section. The rules shall allow
9a physician assistant who has received a waiver from the
10federal drug enforcement administration to prescribe and
11administer a medication described in subsection 1 provided
12that the physician assistant’s supervising physician is
13eligible to receive a waiver from the federal drug enforcement
14administration.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill allows a physician assistant to prescribe and
19administer buprenorphine and other medications used in the
20medication-assisted treatment of opioid use disorders in a
21manner consistent with federal law and regulations. The bill
22requires the board of medicine to adopt rules to administer the
23bill, which shall allow a physician assistant who has received
24a waiver from the federal drug enforcement administration to
25prescribe and administer a medication described in the bill if
26the physician assistant’s supervising physician is eligible to
27receive such a waiver.
