3information technology specialists and including effective
4date and applicability provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph a,
2subparagraph (1), Code 2023, is amended to read as follows:
   3(1)  In order to provide additional funding to increase
4student opportunities and redirect more resources to student
5programming for school districts that share operational
6functions, a district that shares with a political subdivision
7one or more operational functions of a curriculum director,
 8information technology specialist, master social worker,
9independent social worker, work-based learning coordinator,
10special education director, mental health professional
11who holds a statement of recognition issued by the board
12of educational examiners, college and career transition
13counselor or coordinator, school resource officer, or school
14counselor, or one or more operational functions in the areas
15of superintendent management, business management, human
16resources, transportation, or operation and maintenance
17for at least twenty percent of the school year shall be
18assigned a supplementary weighting for each shared operational
19function. A school district that shares an operational
20function in the area of superintendent management shall be
21assigned a supplementary weighting of nine pupils for the
22function. A school district that shares the operational
23functions of an information technology specialist or
an
24operational function in the area of business management, human
25resources, transportation, or operation and maintenance shall
26be assigned a supplementary weighting of five pupils for the
27function. A school district that shares the operational
28functions of a curriculum director; a master social worker or
29an independent social worker licensed under chapters 147 and
30154C; a work-based learning coordinator; a special education
31director; a mental health professional who holds a statement
32of recognition issued by the board of educational examiners;
33a college and career transition counselor or coordinator;
34a school resource officer; or a school counselor shall be
35assigned a supplementary weighting of three pupils for the
-1-1function. The additional weighting shall be assigned for
2each discrete operational function shared. However, a school
3district may receive the additional weighting under this
4subsection for sharing the services of an individual with
5a political subdivision or another school district even if
6the type of operational function performed by the individual
7for the school district and the type of operational function
8performed by the individual for the political subdivision or
9another school district are not the same operational function,
10so long as either both operational functions are eligible for
11weighting under this subsection or the operational function
12the individual performs for the school district is special
13education director. In either case, the school district
14shall be assigned the additional weighting for the type of
15operational function that the individual performs for the
16school district, and the school district shall not receive
17additional weighting for any other function performed by the
18individual. The operational function sharing arrangement does
19not need to be a newly implemented sharing arrangement to
20receive supplementary weighting under this subsection.
21   Sec. 2.  Section 257.11, subsection 5, paragraph a,
22subparagraph (2), Code 2023, is amended by adding the following
23new subparagraph division:
24   NEW SUBPARAGRAPH DIVISION.  (0b)  “Information technology
25specialist”
means an individual whose assigned job duties
26primarily include any of the following:
   27(i)  Establishment of and enforcement of standards and
28specifications for network computer systems and user support
29for such systems.
   30(ii)  Development of computer systems applications, or
31the development, installation, and maintenance of local area
32network and mainframe computer systems or server environments
33and user support for such systems.
34   Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of immediate
35importance, takes effect upon enactment.

1   Sec. 4.  APPLICABILITY.  This Act applies to school budget
2years beginning on or after July 1, 2023, subject to the school
3budget year limitations of section 257.11, subsection 5.
4EXPLANATION
5The inclusion of this explanation does not constitute agreement with
6the explanation’s substance by the members of the general assembly.
   7Pursuant to Code section 257.11, in order to provide
8additional funding to increase student opportunities
9and redirect resources to student programming that share
10operational functions, a school district or area education
11agency that shares with another political subdivision
12one or more specified operational functions is assigned
13a supplementary weighting for each shared operational
14function. This bill adds information technology specialist
15to the eligible shared operational functions and provides a
16definition for that position. By operation of Code section
17257.11(5)(b)(1), an information technology specialist is
18assigned a supplementary weighting of four pupils under the
19bill.
   20The bill takes effect upon enactment and applies to school
21budget years beginning on or after July 1, 2023, subject to
22the limitation of Code section 257.11(5), which sunsets the
23availability supplementary weighting following the school
24budget year beginning July 1, 2024.
