4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  256.20  Advanced dyslexia specialist
2endorsement competitive grant program.
   31.  The department shall develop and administer an advanced
4dyslexia specialist endorsement competitive grant program
5to provide grants to teachers licensed under chapter 272 to
6offset the costs associated with obtaining an advanced dyslexia
7specialist endorsement issued by the board of educational
8examiners pursuant to section 272.2, subsection 22.
   92.  The department shall not provide more than twenty-five
10grants annually under this section unless surplus moneys are
11available.
   123.  The state board shall adopt rules pursuant to chapter 17A
13to administer this section, including rules relating to grant
14application materials, eligibility requirements, and award
15criteria.
   164.  An advanced dyslexia specialist endorsement competitive
17grant program fund is established in the state treasury. The
18fund shall be administered by the department and shall consist
19of moneys appropriated by the general assembly and other moneys
20received by the department for deposit in the fund. The moneys
21in the fund are appropriated to the department for the advanced
22dyslexia specialist endorsement competitive grant program.
23Notwithstanding section 8.33, moneys in the fund at the close
24of the fiscal year shall not revert to the general fund of
25the state but shall remain available for expenditure for the
26advanced dyslexia specialist endorsement competitive grant
27program for subsequent fiscal years. Notwithstanding section
2812C.7, subsection 2, interest or earnings on moneys in the fund
29shall be credited to the fund.
30   Sec. 2.  DEPARTMENT OF EDUCATION — ADVANCED DYSLEXIA
31SPECIALIST ENDORSEMENT COMPETITIVE GRANT PROGRAM.
  There
32is appropriated from the general fund of the state to the
33department of education for the fiscal year beginning July
341, 2023, and ending June 30, 2024, the following amount, or
35so much thereof as is necessary, to be used for the purposes

3competitive grant program fund established pursuant to section
4256.20, if enacted:

6EXPLANATION
7The inclusion of this explanation does not constitute agreement with
8the explanation’s substance by the members of the general assembly.
   9This bill establishes the advanced dyslexia specialist
10endorsement competitive grant program within the department of
11education.
   12The bill requires the department to develop and administer
13an advanced dyslexia specialist endorsement competitive grant
14program to provide grants to teachers to offset the costs
15associated with obtaining an advanced dyslexia specialist
16endorsement issued by the board of educational examiners. The
17bill appropriates $335,000 from the general fund of the state
18to the department for FY 2023-2024 for purposes of the program.
   19The bill prohibits the department from providing more than
2025 grants annually under the program unless surplus moneys are
21available. The bill requires the state board of education to
22adopt rules to administer the program. The bill establishes
23an advanced dyslexia specialist endorsement competitive grant
24program fund in the state treasury and appropriates moneys in
25the fund to the department for the program.
