4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  SUBSTANCE USE DISORDER TREATMENT SERVICES
2PROVIDERS — REIMBURSEMENT RATES.
  The department of health and
3human services shall establish a rate structure for Medicaid
41915(b)(3) waiver reimbursement, applicable under Medicaid
5managed care organization administration, for substance
6use disorder residential and intensive outpatient treatment
7services providers that are licensed by the state to deliver
8Medicaid 1915(b)(3) services. The department shall establish
9time frames for release of the rate structure to providers
10and the deadline for submission of the completed projected
11cost reports by providers to the department in order to allow
12sufficient time for review and the making of recommended
13adjustments to the Medicaid 1915(b)(3) waiver reimbursement
14rates for Medicaid providers. The department of health and
15human services shall establish a plan for regular review of
16reimbursement rates for providers of substance use disorder
17treatment services and shall provide information to the
18governor and the general assembly in a timely manner to allow
19for the provision of appropriate funding for any change in
20reimbursement rates.
21EXPLANATION
22The inclusion of this explanation does not constitute agreement with
23the explanation’s substance by the members of the general assembly.
   24This bill directs the department of health and human
25services (the department) to establish Medicaid 1915(b)(3)
26waiver reimbursement rates, applicable to providers under
27Medicaid managed care administration, for substance use
28disorder residential and intensive outpatient treatment
29services providers that are licensed by the state to deliver
301915(b)(3) services. The department shall establish time
31frames for release of the rate structure to providers and
32the deadline for submission of the completed projected cost
33reports by providers to the departments, to allow sufficient
34time for review and the making of recommended adjustments to
35the reimbursement rates. The department shall establish a plan

3assembly in a timely manner to allow for the provision of
4appropriate funding for any change in reimbursement rates.
