3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  261.133  Comprehensive transition
2and postsecondary program scholarship program.
   31.  If moneys are appropriated by the general assembly for
4a fiscal year for the purpose provided in this section, the
5college student aid commission shall develop and administer
6a scholarship program to provide scholarships to individuals
7with intellectual, developmental, or learning disabilities who
8are at least eighteen years of age and who are enrolled in
9a comprehensive transition and postsecondary program in this
10state that has been approved by the United States department
11of education, to help offset the cost associated with the
12comprehensive transition and postsecondary program’s tuition
13and fees.
   142.  The college student aid commission shall establish the
15evaluation criteria to be used in evaluating applications for
16scholarships submitted under this section. Priority shall be
17given to applicants who are residents of Iowa.
   183.  The college student aid commission shall adopt rules
19pursuant to chapter 17A to administer this section.
   204.  A comprehensive transition and postsecondary program
21scholarship program fund is established in the state treasury.
22The fund shall be administered by the college student aid
23commission and shall consist of moneys appropriated by the
24general assembly and any other moneys received by the college
25student aid commission for deposit in the fund. The moneys in
26the fund are appropriated to the college student aid commission
27for the comprehensive transition and postsecondary program
28scholarship program. Notwithstanding section 8.33, moneys in
29the fund at the close of the fiscal year shall not revert to
30the general fund of the state but shall remain available for
31expenditure for the comprehensive transition and postsecondary
32program scholarship program for subsequent fiscal years.
33Notwithstanding section 12C.7, subsection 2, interest or
34earnings on moneys in the fund shall be credited to the fund.

   3This bill establishes the comprehensive transition and
4postsecondary program scholarship program.
   5The bill requires the college student aid commission
6(commission) to develop and administer a scholarship program
7to provide scholarships to individuals with intellectual,
8developmental, or learning disabilities who are at least 18
9years of age and who are enrolled in a comprehensive transition
10and postsecondary program in this state that has been approved
11by the United States department of education, to help offset
12the cost associated with the comprehensive transition and
13postsecondary program’s tuition and fees, if moneys are
14appropriated by the general assembly for a fiscal year for this
15purpose.
   16The bill requires the commission to establish the criteria
17to be used when evaluating applications for scholarships
18submitted under the comprehensive transition and postsecondary
19program scholarship program. The bill also requires the
20commission to give priority to applicants who are residents of
21Iowa.
   22The bill requires the commission to adopt rules to
23administer the comprehensive transition and postsecondary
24program scholarship program.
   25The bill establishes a comprehensive transition and
26postsecondary program scholarship program fund in the state
27treasury.
