1.
Section
233A.1,
Code
2018,
is
amended
to
read
as
1
follows:

233A.1
State
training
school
——
Eldora
and
Toledo
.

1.
Effective
January
1,
1992,
a
diagnosis
and
evaluation
4
center
and
other
units
are
established
at
Eldora
the
state
5
training
school
to
provide
to
court-committed
male
juvenile
6
delinquents
a
program
which
focuses
upon
appropriate
7
developmental
skills,
treatment,
placements,
and
rehabilitation
8
on
education,
observation,
treatment,
and
rehabilitation
9
designed
to
help
such
juveniles
recognize
accountability
for
10
delinquent
behavior
by
confronting
and
eliminating
delinquent
11
norms,
criminal
thinking,
and
antisocial
behavior
.
The
state
12
training
school
shall
treat
and
assist
such
juveniles
in
the
13
development
of
skills
necessary
to
function
effectively
and
14
positively
in
the
community
in
a
manner
consistent
with
public
15
safety
by
doing
all
of
the
following:
16
a.
Providing
humane,
disciplined
confinement
to
male
17
juvenile
delinquents
who
present
a
danger
to
the
community.
18
b.
Holding
male
juvenile
delinquents
accountable
for
their
19
delinquent
behavior.
20
c.
Developing
efficient
and
effective
juvenile
correctional
21
programs
within
the
framework
of
professional
correctional
22
standards
and
available
resources
that
address
the
safety
of
23
students
and
staff
and
includes
a
regular
independent
review
24
of
the
program.

2.
The
diagnosis
and
evaluation
center
which
is
used
to
26
identify
appropriate
treatment
and
placement
alternatives
27
for
juveniles
and
any
other
units
Units
for
court-committed
28
male
juvenile
delinquents
which
are
located
at
Eldora
and
29
the
unit
for
juvenile
delinquents
at
Toledo
shall
together
30
be
known
as
the
“state
training
school”
.
For
the
purposes
of
31
this
chapter
“director”
means
the
director
of
human
services
32
and
“superintendent”
means
the
administrator
in
charge
of
the
33
diagnosis
and
evaluation
center
for
juvenile
delinquents
and
34
other
units
at
Eldora
and
the
unit
for
juvenile
delinquents
at
35

Toledo

3.
The
number
of
children
present
at
any
one
time
at
the
2
state
training
school
at
Eldora
shall
not
exceed
the
population
3
guidelines
established
under
1990
Iowa
Acts,
ch.
1239,
§21
,
as
4
adjusted
for
subsequent
changes
in
the
capacity
at
the
training
5
school.

Sec.
2.
Section
233A.14,
Code
2018,
is
amended
to
read
as
7
follows:

Transfers
to
other
institutions.
9
The
administrator
may
transfer
to
the
schools
state
training
10
school
minor
wards
of
the
state
from
any
institution
under
the
11
administrator’s
charge
but
no
person
shall
be
so
transferred
12
who
is
mentally
ill
or
has
an
intellectual
disability.
Any
13
child
in
the
schools
state
training
school
who
is
mentally
ill
14
or
has
an
intellectual
disability
may
be
transferred
by
the
15
administrator
to
the
proper
state
institution.

Sec.
3.
Section
915.29,
subsection
1,
unnumbered
paragraph
17
1,
Code
2018,
is
amended
to
read
as
follows:

The
department
of
human
services
shall
notify
a
registered
19
victim
regarding
a
juvenile
adjudicated
delinquent
for
a
20
violent
crime,
committed
to
the
custody
of
the
department
of
21
human
services,
and
placed
at
the
state
training
school
at
22
Eldora
or
Toledo
,
of
the
following:
