Section
1.
Section
135.180,
subsection
3,
Code
2015,
is
1
amended
to
read
as
follows:

3.
a.
The
program
shall
provide
stipends
to
support
3
psychiatrist
positions
with
an
emphasis
on
securing
and
4
retaining
medical
directors
at
community
mental
health
centers,
5
providers
of
mental
health
services
to
county
residents
6
pursuant
to
a
waiver
approved
under
section
225C.7,
subsection
7
3,
Code
2011,
and
hospital
psychiatric
units
that
are
located
8
in
mental
health
professional
shortage
areas.

b.
The
program
shall
provide
stipends
to
support
psychiatric
10
positions
at
nonprofit
agencies
licensed
under
chapter
135H
11
that
provide
mental
health
services
if
at
least
fifty
percent
12
of
the
clients
are
covered
under
the
medical
assistance
program
13
established
in
chapter
249A.

Sec.
2.
Section
135.180,
Code
2015,
is
amended
by
adding
the
15
following
new
subsection:

NEW
SUBSECTION
.
6.
Any
funds
remaining
available
after
the
17
expenditures
made
pursuant
to
subsection
3
shall
be
used
by
the
18
program
to
provide
stipends
to
support
all
of
the
following:
19
a.
Psychiatrist
positions
at
community
mental
health
centers
20
and
hospital
psychiatric
units
if
at
least
fifty
percent
of
the
21
clients
served
in
the
community
mental
health
centers
or
in
22
the
hospital
psychiatric
units
are
covered
under
the
medical
23
assistance
program
established
in
chapter
249A.
24
b.
Psychiatric
physicians
who
provide
consulting
services
to
25
community
mental
health
centers
and
hospital
psychiatric
units
26
that
are
located
in
mental
health
professional
shortage
areas.
27
c.
Physicians
in
a
psychiatric
residency
program
agreeing
to
28
provide
services
in
a
mental
health
professional
shortage
area
29
for
a
minimum
of
five
years.
