Section
1.
Section
321.34,
subsection
10,
paragraph
b,
Code
3
2011,
is
amended
to
read
as
follows:

b.
The
application
shall
be
approved
by
the
department
5
in
consultation
with
representatives
designated
by
the
Iowa
6
fire
fighters’
associations,
and
the
special
registration
7
plates
shall
be
issued
to
the
applicant
in
exchange
for
the
8
registration
plates
previously
issued
to
the
person.
An
9
applicant
who
is
the
owner
of
a
business-trade
truck
or
special
10
truck
shall
not
be
issued
special
fire
fighter
registration
11
plates
for
more
than
one
vehicle.
The
fee
for
the
special
12
plates
is
twenty-five
dollars
which
shall
be
paid
in
addition
13
to
the
regular
annual
registration
fee.
The
department
shall
14
validate
the
special
plates
in
the
same
manner
as
regular
15
registration
plates
are
validated
under
this
section
at
the
16
regular
annual
registration
fee.

Sec.
2.
Section
321.120,
subsection
3,
Code
2011,
is
amended
18
to
read
as
follows:

3.
Upon
approval
of
the
application
and
payment
of
20
the
proper
fees,
the
county
treasurer
shall
issue
regular
21
registration
plates
for
the
vehicle
which
distinguish
the
22
vehicle
as
a
business-trade
truck.
The
department
may
adopt
23
rules
requiring
the
use
of
a
sticker
or
other
means
to
identify
24
motor
vehicles
registered
under
this
section.

Sec.
3.
Section
321.121,
Code
2011,
is
amended
by
adding
the
26
following
new
subsection:

NEW
SUBSECTION
.
1A.
Upon
approval
of
the
application
28
and
payment
of
the
proper
fees,
the
county
treasurer
shall
29
issue
regular
registration
plates
for
the
special
truck.
The
30
department
may
adopt
rules
requiring
the
use
of
a
sticker
or
31
other
means
to
identify
motor
vehicles
registered
under
this
32
section.

4.
PHASED-IN
ELIMINATION
OF
BUSINESS-TRADE
TRUCK
AND
34
SPECIAL
TRUCK
PLATES.

It
is
the
intent
of
the
general
assembly
that
the
owners
1
of
business-trade
trucks
and
special
trucks
have
access
to
2
any
of
the
specialty
registration
plates
issued
under
section
3
321.34
under
the
same
terms
and
conditions
that
apply
to
owners
4
of
other
motor
vehicles
under
that
section,
except
that
the
5
issuance
of
special
fire
fighter
plates
shall
be
subject
to
6
the
limitation
imposed
under
section
321.34,
subsection
10,
as
7
amended
in
this
Act.

2.
By
January
1,
2012,
the
department
of
transportation
9
shall
discontinue
the
practice
of
issuing
business-trade
truck
10
registration
plates
and
special
truck
registration
plates,
11
and
shall
instead
provide
regular
registration
plates
for
new
12
business-trade
truck
and
special
truck
registrations.
Current
13
requirements
and
fees
for
business-trade
truck
and
special
14
truck
registrations
continue
to
apply.
In
conjunction
with
the
15
transition
to
the
issuance
of
regular
registration
plates
for
16
business-trade
and
special
trucks,
the
following
registration
17
practices
shall
apply:
18
a.
Except
as
provided
in
paragraph
“b”,
current
owners
of
19
vehicles
with
business-trade
or
special
truck
plates
shall
20
continue
to
use
those
plates
until
ownership
of
the
vehicle
is
21
transferred
or
until
a
new
series
of
Iowa
registration
plates
22
is
issued
by
the
department
of
transportation.
23
b.
The
owner
of
a
motor
vehicle
with
current
business-trade
24
truck
plates
or
special
truck
plates
may
elect
to
be
issued
25
specialty
plates
in
lieu
of
the
current
registration
plates
for
26
the
vehicle,
subject
to
the
terms
and
conditions
applicable
27
under
section
321.34.
28
c.
The
owner
of
a
motor
vehicle
being
registered
for
the
29
first
time
as
a
business-trade
truck
or
special
truck
may
elect
30
to
be
issued
specialty
plates
in
lieu
of
regular
registration
31
plates,
subject
to
the
terms
and
conditions
applicable
under
32
section
321.34.

Sec.
5.
APPLICABILITY.
This
division
of
this
Act
applies
34
for
registration
plates
issued
during
registration
periods

beginning

after
January

ribbon,

by
the
United
States

government
may,
upon
written
application
to
the
department
17
and
presentation
of
satisfactory
proof
of
the
award,
order
18
special
registration
plates
with
a
combat
infantryman
badge,
19
combat
action
badge,
combat
action
ribbon,
or
combat
medical
20
badge
processed
emblem.
The
emblems
shall
be
designed
by
the
21
department
in
consultation
with
the
adjutant
general.
The
22
special
plate
fees
collected
by
the
director
under
subsection
23
12,
paragraphs
“a”
and
“c”
,
from
the
issuance
and
annual
24
validation
of
letter-number
designated
and
personalized
combat
25
infantryman
badge,
combat
action
badge,
combat
action
ribbon,
26
and
combat
medical
badge
plates
shall
be
paid
monthly
to
the
27
treasurer
of
state
and
deposited
in
the
road
use
tax
fund.
The
28
treasurer
of
state
shall
transfer
monthly
from
the
statutory
29
allocations
fund
created
under
section
321.145,
subsection
2,
30
to
the
veterans
license
fee
fund
created
in
section
35A.11
31
the
amount
of
the
special
fees
collected
under
subsection
12,
32
paragraph
“a”
,
in
the
previous
month
for
combat
infantryman
33
badge,
combat
action
badge,
combat
action
ribbon,
and
combat
34
medical
badge
plates.

b.
The
surviving
spouse
of
a
person
who
was
issued
special
1
plates
under
this
subsection
may
continue
to
use
or
apply
for
2
and
use
the
special
plates
subject
to
registration
of
the
3
special
plates
in
the
surviving
spouse’s
name
and
upon
payment
4
of
the
annual
five-dollar
special
plate
fee
and
the
regular
5
annual
registration
fee
for
the
vehicle.
If
the
surviving
6
spouse
remarries,
the
surviving
spouse
shall
return
the
special
7
plates
to
the
department
and
the
department
shall
issue
regular
8
registration
plates
to
the
surviving
spouse.

Sec.
8.
Section
321.145,
subsection
2,
paragraph
b,
10
subparagraph
(3),
Code
2011,
is
amended
to
read
as
follows:

(3)
The
amounts
required
to
be
transferred
pursuant
to
12
section
321.34
from
revenues
available
under
this
subsection
13
shall
be
transferred
and
credited
as
provided
in
section
14
321.34
,
subsections
7,
10,
10A,
11,
11A,
11B,
13,
16,
17,
18,
15
19,
20,
20A,
20B,
20C,
21,
22,
23,
and
24
for
the
various
16
purposes
specified
in
those
subsections.

Sec.
9.
EFFECTIVE
DATE.
This
division
of
this
Act
takes
18
effect
January
1,
2012.
