1.
Section
280.13,
Code
2023,
is
amended
to
read
as

follows:

280.13
Requirements
for
interscholastic
athletic
contests
and

competitions.

1.
A
public
school
shall
not
participate
in
or
allow
5
students
representing
a
public
school
to
participate
in
any
6
extracurricular
interscholastic
athletic
contest
or
competition
7
which
is
sponsored
or
administered
by
an
organization
as
8
defined
in
this
section
,
unless
the
organization
is
registered
9
with
the
department
of
education,
files
financial
statements
10
with
the
department
in
the
form
and
at
the
intervals
prescribed
11
by
the
director
of
the
department
of
education,
and
is
in
12
compliance
with
rules
which
the
state
board
of
education
adopts
13
for
the
proper
administration,
supervision,
operation,
adoption
14
of
eligibility
requirements,
and
scheduling
of
extracurricular
15
interscholastic
athletic
contests
and
competitions
and
the
16
organizations.

2.
Rules
adopted
by
the
state
board
of
education
pursuant
18
to
this
section
shall
require
that
physical
examinations
of
19
students
taken
as
a
prerequisite
to
participate
in
athletic
20
contests
and
competitions
include
a
cardiac
evaluation.

3.
For
the
purposes
of
this
section
“organization”
means
22
a
corporation,
association,
or
organization
which
has
as
one
23
of
its
primary
purposes
the
sponsoring
or
administration
24
of
extracurricular
interscholastic
athletic
contests
or
25
competitions,
but
does
not
include
an
agency
of
this
state,
26
a
public
or
private
school
or
school
board,
or
an
athletic
27
conference
or
other
association
whose
interscholastic
contests
28
or
competitions
do
not
include
more
than
twenty-four
schools.

EXPLANATION
30
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
31
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Currently,
students
who
wish
to
participate
in

interscholastic
sports
activities
are
required
by
department
34
of
education
rule
to
receive
a
physical
examination
annually

determine
that
the
student
may
safely
engage
in
athletic

competition.
This
bill
requires
rules
adopted
by
the
state
2
board
of
education
to
require
that
physical
examinations
of

students
must
include
a
cardiac
evaluation
if
the
examination
4
is
taken
as
a
prerequisite
to
participate
in
athletic
contests
5
and
competitions.
