S.F. _____ Section 1. Section 321.34, Code 2020, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 11D. The corn state plates. 3 a. Upon application and payment of the proper fees, the 4 director may issue the corn state plates to the owner of a 5 motor vehicle subject to registration under section 321.109, 6 subsection 1, autocycle, motor truck, motor home, multipurpose 7 vehicle, motorcycle, trailer, or travel trailer. 8 b. The corn state plates shall be designed by the 9 department. The corn state plates shall have a white 10 background and shall include the phrase “The Corn State” along 11 the top of the plate. The plate’s letters and numbers shall be 12 black, and an image of an ear of corn shall appear behind the 13 plate’s letters and numbers. 14 c. The special the corn state fee for letter-number 15 designated the corn state plates is thirty-five dollars. An 16 applicant may obtain personalized the corn state plates upon 17 payment of the fee for personalized plates as provided in 18 subsection 5, which is in addition to the special fee. The 19 fees collected by the director under this subsection shall be 20 paid monthly to the treasurer of state and deposited in the 21 road use tax fund. 22 d. Upon receipt of the special registration plates, the 23 applicant shall surrender the current registration plates to 24 the county treasurer. The county treasurer shall validate 25 the special registration plates in the same manner as regular 26 registration plates are validated under this section. The 27 annual special the corn state fee for letter-number designated 28 the corn state plates is ten dollars which shall be paid in 29 addition to the regular annual registration fee. The annual 30 fee for personalized the corn state plates is five dollars 31 which shall be paid in addition to the annual special the corn 32 state fee and the regular annual registration fee. S.F. _____ Sec. 2. Section 321.166, subsection 9, Code 2020, is amended 1 to read as follows: 2 9. Special registration plates issued pursuant to section 3 321.34 , other than gold star, medal of honor, collegiate, 4 fire fighter, natural resources, and blackout , and the corn 5 state registration plates, shall be consistent with the design 6 and color of regular registration plates but shall provide a 7 space on a portion of the plate for the purpose of allowing 8 the placement of a distinguishing processed emblem or an 9 organization decal. Special registration plates shall also 10 comply with the requirements for regular registration plates 11 as provided in this section to the extent the requirements are 12 consistent with the section authorizing a particular special 13 vehicle registration plate. 14 EXPLANATION 15 The inclusion of this explanation does not constitute agreement with 16 the explanation’s substance by the members of the general assembly. 17 This bill authorizes the department of transportation (DOT) 18 to issue the corn state special registration plates. The bill 19 requires the corn state plate to be designed with a white 20 background, the phrase “The Corn State” along the top, the 21 plate’s letters and numbers in black, and an image of an ear of 22 corn behind the plate’s letters and numbers. 23 The bill provides that a special the corn state fee for 24 letter-number designated the corn state plates is $35 and that 25 an applicant may obtain personalized the corn state plates upon 26 the payment of the $25 fee for personalized plates set forth 27 under current law, which is in addition to the special the corn 28 state fee. The bill requires the fees collected by the DOT for 29 the corn state plates to be paid monthly to the treasurer of 30 state and deposited in the road use tax fund. 31 Upon receipt of the special registration plates, the 32 applicant must surrender the current registration plates to 33 the county treasurer.
