S.F. _____ Section 1. Section 35A.11, subsection 1, Code 2020, is 1 amended to read as follows: 2 1. A veterans license fee fund is created in the state 3 treasury under the control of the commission. Notwithstanding 4 section 12C.7 , interest or earnings on moneys in the veterans 5 license fee fund shall be credited to the veterans license fee 6 fund. Moneys in the fund are appropriated to the commission 7 to be used to fulfill the responsibilities of the commission 8 provide grants of not more than three thousand dollars per 9 county each fiscal year for training and related expenses of 10 county veteran service officers . 11 Sec. 2. Section 35A.16, subsection 3, paragraph a, Code 12 2020, is amended to read as follows: 13 a. If sufficient moneys are available, the department 14 shall annually allocate ten thousand dollars to each county 15 commission of veteran affairs, or to each county sharing the 16 services of an executive director or administrator pursuant 17 to chapter 28E , to be used to provide services to veterans 18 pursuant to section 35B.6 and for training and related expenses 19 of county veteran service officers . Each county receiving 20 an allocation shall annually report on expenditure of the 21 allocation in a form agreed to by the department and county 22 representatives. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill concerns training for county veteran service 27 officers. 28 Code section 35A.11, concerning the veterans license 29 fee fund, is amended to provide that moneys in the fund are 30 appropriated to the commission on veterans affairs to provide 31 grants of not more than $3,000 per county each fiscal year 32 for training and related expenses of county veteran service 33 officers.
