SMITH , KAPUCIAN , BISIGNANO , JOCHUM , MATHIS , FEENSTRA , LYKAM , DAWSON , and SCHNEIDER A Resolution recognizing the impact of the Iowa Tuition 1 Grant program on Iowa’s citizens, towns, and cities, 2 and honoring the efforts of Governor Robert D. Ray 3 and the legislative leaders of the 63rd Iowa General 4 Assembly on the 50th anniversary of the program. 5 WHEREAS, independent, nonprofit colleges and 6 universities have been a vital part of Iowa’s higher 7 education community for 180 years; and 8 WHEREAS, Iowa’s proud history of higher education 9 began in 1839 with the establishment of an independent, 10 nonprofit institution, St. Raphael Seminary, now Loras 11 College, in Dubuque; and 12 WHEREAS, Iowa’s 32 independent, nonprofit colleges 13 and universities welcome students from throughout the 14 country, today educating more than 50,000 students 15 at campuses located in 22 towns and cities in this 16 state; and 17 WHEREAS, the diversity of Iowa’s independent, 18 nonprofit colleges and universities provides students 19 the opportunity to find the academic programs and 20 learning environments best suited to their educational 21 and career plans; and 22 WHEREAS, in 1969, the Iowa General Assembly passed, 23 and Governor Robert D. Ray signed, legislation creating 24 the Iowa Tuition Grant program to foster greater access 25 -1- LSB 2807XS (3) 88 kh/rn 1/ 2
S.R. 21 for Iowa students to the widest array of educational 1 choices; and 2 WHEREAS, since the establishment of the Iowa Tuition 3 Grant program, more than 600,000 grants have been made 4 to financially eligible Iowa students; and 5 WHEREAS, Iowa’s students, communities, and economy 6 will continue to rely on the valuable partnership 7 between the state and its independent, nonprofit 8 colleges and universities, a partnership fostered by 9 the Iowa Tuition Grant program; NOW THEREFORE, 10 BE IT RESOLVED BY THE SENATE, That the Senate 11 commemorates the 50th anniversary of the Iowa Tuition 12 Grant program; and 13 BE IT FURTHER RESOLVED, That the Senate honors the 14 efforts of Governor Robert D.
