reaffirming

years

diplomatic

relations
between
the
United
States
and
the
People’s

Republic
of
China.

WHEREAS,
on
January
1,
1979,
the
United
States
and
4
the
People’s
Republic
of
China
officially
established
5
diplomatic
relations,
with
2019
marking
the
40th
6
anniversary
of
United
States-China
relations;
and
7
WHEREAS,
since
the
United
States
ship
“Empress
of
8
China”
sailed
to
China
over
230
years
ago,
trade
and
9
exchanges
between
the
United
States
and
China
have
10
continued,
transforming
the
world
in
the
process;
and
11
WHEREAS,
exchanges
and
cooperation
between
the
two
12
countries
have
resulted
in
historic
achievements:
13
visits
between
the
two
countries
have
increased
from
14
only
several
thousand
visits
40
years
ago
to
over
5.3
15
million
visits
in
2017;
bilateral
trade
volume
has
16
increased
from
less
than
$2.5
billion
40
years
ago
to
17
more
than
$580
billion
in
2017;
and
two-way
investment
18
between
the
two
countries
was
almost
zero
40
years
19
ago
but
by
2017
cumulatively
amounted
to
over
$230
20
billion;
and
21
WHEREAS,
not
only
do
the
United
States
and
China
22
benefit
from
this
relationship,
but
the
world
has
23
benefitted
from
the
close
ties
between
the
United
24
States
and
China;
and
25
WHEREAS,
the
State
of
Iowa
has
been
dedicated
26
to
developing
cooperative
relations
with
China
for
27
decades,
including
by
former
Iowa
Governor
Terry

Branstad,
currently
serving
as
United
States
Ambassador

to
China;
and
2
WHEREAS,
China’s
total
purchases
of
Iowa
goods

during
2018,
including
agricultural
and
manufactured

products,
made
China
Iowa’s
fourth
largest
purchaser
of
5
Iowa
goods;
and
6
WHEREAS,
the
State
of
Iowa
established
a
sister
7
state
relationship
with
Hebei
Province
of
China
in
8
1983,
and
Des
Moines
and
Shijiazhuang
established
9
a
sister
city
relationship
in
1985,
all
of
which
10
promote
friendly
exchanges
between
Iowa
and
China;
NOW
11
THEREFORE,
12
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Senate
13
commemorates
the
40-year
anniversary
of
the
14
establishment
of
diplomatic
relations
between
the
15
United
States
and
China
and
supports
continued
16
diplomatic,
economic,
and
people-to-people
cooperation
17
between
the
State
of
Iowa
and
the
People’s
Republic
of
18
China;
and
19
BE
IT
FURTHER
RESOLVED,
That
the
Secretary
of
20
the
Senate
is
hereby
directed
to
send
copies
of
this
21
Resolution
to
the
Consulate
General
of
the
People’s
22
Republic
of
China
in
Chicago,
Illinois.
