Senate Resolution 114 - Introduced SENATE RESOLUTION NO. 114 BY COMMITTEE ON RULES AND ADMINISTRATION A Resolution honoring Senator Jerry Behn for his years 1 of service in the Iowa Senate. 2 WHEREAS, Senator Jerry Behn was born in Ames, Iowa, 3 was raised in Boone County, graduated from United 4 Community Schools, has farmed for almost 50 years, and 5 together with his wife Dennise has raised their family 6 of four children and seven grandchildren; and 7 WHEREAS, Senator Behn is a long-standing member of 8 the Iowa Association of Business and Industry, the Iowa 9 Farm Bureau, the Iowa Soybean Association, the National 10 Federation of Independent Business, and the National 11 Rifle Association; and 12 WHEREAS, after having served as a Boone County 13 supervisor; Senator Behn was first elected to the 14 Senate in 1996; and 15 WHEREAS, upon election in 1996 Senator Behn 16 represented Senate District 40, and beginning in 2003 17 Senator Behn has represented Senate District 24, which 18 now includes all or parts of Boone, Greene, Hamilton, 19 Story, and Webster counties; and 20 WHEREAS, during his legislative tenure of 24 years, 21 the voters of his Senate districts have elected Senator 22 Behn to six consecutive terms; and 23 WHEREAS, during his legislative tenure, Senator 24 Behn has served in a leadership capacity on a number 25 of committees, including the Committee on Agriculture 26 (Chairperson), the Committee on Commerce (Ranking 27 Member and Chairperson); the Committee on Environment 28 -1- LSB 6406SV (6) 88 da/rn 1/ 2
S.R. 114 and Energy Independence (Ranking Member), the Committee 1 on Ethics (Ranking Member, Vice Chairperson, and 2 Chairperson), the Committee on Local Government 3 (Chairperson), the Committee on Small Business and 4 Economic Development (Vice Chairperson), and the 5 Committee on Ways and Means (Vice Chairperson); and 6 WHEREAS, during his Senate tenure, Senator Behn 7 has held a number of leadership positions, including 8 as a member of the Legislative Council, including the 9 Administration Committee and the Service Committee; and 10 the Committee on Rules and Administration; and 11 WHEREAS, in 2005 Senator Behn was elected by the 12 Republican caucus as Assistant Republican Leader, 13 in 2011 he was elected by the Republican caucus as 14 Minority (Republican) Leader, and in 2017 and 2019 he 15 was elected by the Senate as President Pro Tempore; and 16 WHEREAS, during his legislative service, Senator 17 Behn has earned wide respect for his integrity and 18 courtesy which extends to constituents, colleagues, 19 staff, lobbyists, and the press; and 20 WHEREAS, throughout his legislative service, 21 Senator Behn has been actively involved in matters 22 of government revenue and expenditures, tax policy, 23 and state budget practices, economic growth and job 24 creation, and the fundamental place of agriculture in 25 this state; NOW THEREFORE, 26 BE IT RESOLVED BY THE SENATE, That the Senate 27 honors Senator Jerry Behn for his years of legislative 28 service, and wishes him and his wife Dennise many years 29 of happiness with their family. 30 -2- LSB 6406SV (6) 88 da/rn 2/ 2
