Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Sec.
26.
Protection
of
life.
To
defend
the
dignity
of
all
5
human
life,
and
to
protect
mothers
and
unborn
children
from
6
efforts
to
expand
abortion
even
to
the
day
of
birth,
we
the
7
people
of
the
State
of
Iowa
declare
that
this
Constitution
8
shall
not
be
construed
to
recognize,
grant,
or
secure
a
right
9
to
abortion
or
to
require
the
public
funding
of
abortion.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
amendment
11
to
the
Constitution
of
the
State
of
Iowa
is
referred
to
the
12
general
assembly
to
be
chosen
at
the
next
general
election
for
13
members
of
the
general
assembly,
and
shall
be
published
as
14
provided
by
law
for
three
consecutive
months
previous
to
the
15
date
of
that
election.

EXPLANATION
17
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
18
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
20
Constitution
of
the
State
of
Iowa
specifying
that
to
defend
the
21
dignity
of
all
human
life,
and
to
protect
mothers
and
unborn
22
children
from
efforts
to
expand
abortion
even
to
the
day
of
23
birth,
we
the
people
of
the
State
of
Iowa
declare
that
this
24
Constitution
shall
not
be
construed
to
recognize,
grant,
or
25
secure
a
right
to
abortion
or
to
require
the
public
funding
of
26
abortion.

The
joint
resolution,
if
adopted,
would
be
referred
to
the
28
next
general
assembly
for
adoption
a
second
time
before
being
29
submitted
to
the
electorate
for
ratification.
