Section
1.
TERMINATION
OF
MEDICAID
MANAGED
CARE
CONTRACTS

ALTERNATIVES
FOR
HEALTH
CARE
DELIVERY
AND
PAYMENT
REFORM.

1.
The
department
of
human
services
shall,
upon
the
3
effective
date
of
this
Act,
provide
written
notice
in
4
accordance
with
the
termination
provisions
of
the
contract,
5
to
each
managed
care
organization
with
whom
the
department
6
executed
a
contract
to
administer
the
Iowa
high
quality
health
7
care
initiative,
to
terminate
all
such
contracts.

2.
The
department
shall
continue
to
pursue
other
9
initiatives
to
realign
the
health
care
delivery
system
and
10
provide
holistic,
integrated,
patient-centered
care
while
11
moving
toward
a
value-based
model
of
payment
reform,
including
12
but
not
limited
to
the
healthiest
state
initiative,
the
Iowa
13
health
and
wellness
plan
created
pursuant
to
chapter
249N,
the
14
state
innovation
models
initiative
utilizing
accountable
care
15
organizations,
and
integrated
health
homes.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
17
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
19
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
20
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
human
services
to
22
provide
written
notice,
upon
the
effective
date
of
the
Act,
to
23
terminate
the
contracts
with
each
managed
care
organization
24
with
whom
the
department
executed
a
contract
to
administer
the
25
Iowa
high
quality
health
care
initiative.

The
bill
directs
the
department
to
continue
to
pursue
other
27
initiatives
to
realign
the
health
care
delivery
system
and
28
provide
