S.F. 251 Section 1. MEDICAID COVERAGE —— PREGNANT WOMEN LAWFULLY 1 RESIDING IN THE UNITED STATES. 2 1. Beginning July 1, 2019, coverage shall be provided under 3 the Medicaid program to pregnant women lawfully residing in the 4 United States in accordance with 42 U.S.C. §1396b(v)(4). The 5 department of human services shall submit a Medicaid state plan 6 amendment to the centers for Medicare and Medicaid services of 7 the United States department of health and human services for 8 approval to elect the option to provide such Medicaid coverage. 9 2. The department shall collect, annually, in collaboration 10 with the department of public health and in compliance with the 11 federal Health Insurance Portability and Accountability Act of 12 1996, Pub. L. No. 104-191, the following information relative 13 to Medicaid coverage provided to pregnant woman under this 14 section: 15 a. The number of women who are eligible. 16 b. The number of participating women who have healthy birth 17 outcomes. 18 c. The number of participating women who utilized healthy 19 habit opportunities including quitting smoking, taking prenatal 20 vitamins, and having regular checkups. 21 d. The number of babies born preterm or prematurely. 22 e. The number of babies born vaginally and by 23 cesarean-section. 24 f. The number of babies born who required care in the 25 newborn intensive care unit. 26 EXPLANATION 27 The inclusion of this explanation does not constitute agreement with 28 the explanation’s substance by the members of the general assembly. 29 This bill requires that coverage under the Medicaid program 30 be provided beginning July 1, 2019, to pregnant women lawfully 31 residing in the United States in accordance with federal law. 32 The bill requires the department of human services (DHS) to 33 submit a Medicaid state plan amendment to the centers for 34 Medicare and Medicaid services of the United States department 35 -1- LSB 1993XS (9) 88 pf/rh 1/ 2
S.F. 251 of health and human services for approval to elect the option 1 to provide such Medicaid coverage. The bill requires DHS, 2 in collaboration with the department of public health and in 3 compliance with the federal Health Insurance Portability and 4 Accountability Act, to collect specified information relative 5 to the coverage provided to pregnant women under the bill on an 6 annual basis. 7 -2- LSB 1993XS (9) 88 pf/rh 2/ 2
