S.F. 2315 Section 1. Section 455B.183, subsection 2, unnumbered 1 paragraph 1, Code 2020, is amended to read as follows: 2 Upon adoption of standards by the commission pursuant 3 to section 455B.173, subsections 5 through 8 , plans and 4 specifications for sewer extensions and water supply 5 distribution system extensions covered by this section shall 6 be submitted to the city or county public works department 7 for approval if the local public works department employs or 8 retains a qualified, licensed engineer who reviews the plans 9 and specifications using the specific state standards known as 10 the Iowa standards for sewer systems and the Iowa standards for 11 water supply distribution systems that have been formulated 12 and adopted by the department commission pursuant to section 13 455B.173, subsections 5 through 8 . The local agency shall 14 issue a written permit to construct if all of the following 15 apply: 16 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 17 importance, takes effect upon enactment. 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill relates to the review and permitting of sewer 22 extensions and water supply distribution system extensions. 23 Under current law, plans and specifications for sewer 24 extensions and water supply distribution system extensions 25 are subject to approval and permitting by a city or county 26 public works department if the local public works department 27 employs a qualified, licensed engineer who reviews the plans 28 and specifications using specified standards adopted by the 29 environmental protection commission. Plans and specifications 30 that are not subject to approval and permitting by a local 31 public works department are subject to permitting by the 32 director of the department of natural resources. 33 Under the bill, plans and specifications for sewer 34 extensions and water supply distribution system extensions are 35 -1- LSB 6318SV (2) 88 js/ns 1/ 2
