The
department
of
human

services
shall
amend
its
administrative
rules
pursuant
to

chapter
17A
to
allow
a
child’s
grandparents,
aunts,
uncles,

adult
siblings,
guardian,
and
foster
parents
to
testify
at
a
5
hearing
concerning
the
temporary
removal
of
the
child
from
the
6
home
of
the
child’s
parents
or
the
home
where
the
child
has
7
been
placed
by
the
department.

bill
