S.F. 2154 Section 1. Section 260C.48, subsection 1, paragraph a, Code 1 2020, is amended to read as follows: 2 a. (1) Instructors in the subject area of career and 3 technical education shall be registered, certified, or 4 licensed in the occupational area in which the state requires 5 registration, certification, or licensure, and shall hold the 6 appropriate registration, certificate, or license for the 7 occupational area in which the instructor is teaching, and 8 shall meet either at least one of the following qualifications: 9 (1) (a) A Possess a baccalaureate or graduate degree in the 10 area or a related area of study or occupational area in which 11 the instructor is teaching teaches classes , or possesses a 12 baccalaureate degree in any area of study if at least eighteen 13 of the credit hours completed were in the career and technical 14 field of instruction in which the instructor teaches classes . 15 (2) (b) Special Possess an associate degree in the 16 career and technical education field of instruction in which 17 the instructor is teaching, if such degree is considered 18 terminal for that field of instruction, and have at least three 19 thousand hours of recent and relevant work experience in the 20 occupational area or related occupational area in which the 21 instructor teaches classes. 22 (c) Have special training and at least six thousand hours of 23 recent and relevant work experience in the occupational area 24 or related occupational area in which the instructor teaches 25 classes if the instructor possesses less than a baccalaureate 26 degree in the area or related area of study or occupational 27 area in which the instructor is teaching classes and the 28 instructor does not meet the requirements of subparagraph (2) . 29 (2) If For purposes of subparagraph divisions (b) and (c), 30 if the instructor is a licensed practitioner who holds a career 31 and technical endorsement under chapter 272 , relevant work 32 experience in the occupational area includes but is not limited 33 to classroom instruction in a career and technical education 34 subject area offered by a school district or accredited 35 -1- LSB 5405SV (2) 88 kh/jh 1/ 2
S.F. 2154 nonpublic school. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill provides more options by which an instructor may 5 qualify to teach at a community college in the subject area 6 of career and technical education (CTE). The bill permits an 7 instructor to teach CTE classes at a community college if the 8 instructor possesses a baccalaureate degree in any area if at 9 least 18 of the credit hours completed were in the CTE field 10 in which the instructor teaches; or possesses an associate 11 degree in the CTE field of instruction in which the person is 12 teaching, if such degree is considered terminal for that field 13 of instruction, and the instructor has at least 3,000 hours of 14 recent and relevant work experience in the area in which the 15 instructor teaches classes. 16 Currently, an instructor must have a baccalaureate or 17 graduate degree relating to the area in which the instructor is 18 teaching classes or, if the instructor possesses less than a 19 baccalaureate degree, must have special training and at least 20 6,000 hours of recent and relevant work experience in the area 21 in which the instructor teaches classes. In the latter case, 22 if the instructor is a licensed practitioner who holds a career 23 and technical endorsement under Code chapter 272, classroom 24 instruction can be used to meet the requirement relating to 25 relevant work experience, and the bill applies this language to 26 the new option as well. 27 -2- LSB 5405SV (2) 88 kh/jh 2/ 2
