Section
1.
Section
249A.15,
subsection
2,
Code
2019,
is

amended
to
read
as
follows:

2.
Entitlement
to
payment
under
this
section
is
applicable
3
to
services
provided
to
recipients
of
medical
assistance
4
under
both
the
fee-for-service
and
managed
care
payment
and
5
delivery
systems.
Neither
the
fee-for-service
nor
the
managed
6
care
payment
and
delivery
system
shall
impose
a
practice
7
or
supervision
restriction
which
is
inconsistent
with
or
8
more
restrictive
than
the
authority
already
granted
by
law,
9
including
the
authority
to
provide
supervision
in
person
or
10
remotely
through
electronic
means
as
specified
by
rule
of
the
11
board
of
psychology.
The
reimbursement
rate
paid
for
services
12
provided
by
a
provisionally
licensed
psychologist
in
accordance
13
with
the
requirements
of
this
section
shall
be
one
hundred
14
percent
of
the
reimbursement
rate
paid
for
the
same
services
if
15
provided
by
the
qualified
supervisor.

2.
Section
249A.15A,
subsection
6,
Code
2019,
is
17
amended
to
read
as
follows:

6.

6.
The
reimbursement
rate
paid
for
1
services
provided
in
accordance
with
this
section
by
a
licensed
2
master
social
worker
who
is
licensed
by
the
board
of
social
3
work
as
a
master
social
worker
pursuant
to
section
154C.3,
4
subsection
1,
paragraph
“b”
,
and
who
provides
services
under
the
5
supervision
of
an
independent
social
worker
licensed
pursuant
6
to
section
154C.3,
subsection
1,
paragraph
“c”
,
or
for
services
7
provided
by
a
licensed
mental
health
counselor
or
a
licensed
8
marital
and
family
therapist
who
holds
a
temporary
license
to
9
practice
mental
health
counseling
or
marital
and
family
therapy
10
pursuant
to
section
154D.7,
and
who
provides
services
under
the
11
supervision
of
a
qualified
supervisor,
shall
be
one
hundred
12
percent
of
the
reimbursement
rate
paid
for
the
same
services
if
13
provided
by
the
respective
supervisor.

Sec.
4.
Section
514C.33,
Code
2019,
is
amended
by
adding
the
15
following
new
subsection:

.
6.
The
reimbursement
rate
paid
for
services
17
provided
in
accordance
with
this
section
by
a
person
who
18
holds
a
provisional
license
to
practice
psychology
pursuant
19
to
section
154B.6,
and
who
practices
under
the
supervision
of
20
a
supervisor
who
meets
the
qualifications
determined
by
the
21
board
of
psychology
by
rule
shall
be
one
hundred
percent
of
the
22
reimbursement
rate
paid
for
the
same
services
if
provided
by
23
the
qualified
supervisor.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
26
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
reimbursement
parity
for
certain
health
28
professionals.
29
The
bill
provides
that
under
both
the
Medicaid
program
and
30
private
insurance,
the
reimbursement
rate
paid
for
services
31
provided
by
provisionally
licensed
psychologists
and
marital
32
and
family
therapists,
master
social
workers,
and
mental
health
33
counselors
holding
provisional
or
temporary
licenses,
who
34
provide
services
under
the
supervision
of
a
supervisor,
is
