H.F. _____ DIVISION I 1 CONTINUING APPROPRIATIONS 2 Section 1. CONTINUING APPROPRIATIONS —— FY 2020-2021. 3 1. APPROPRIATIONS DETERMINED FROM FY 2019-2020 LINE ITEM 4 AND LIMITED STANDING APPROPRIATIONS. 5 a. For all line item appropriations, standing limited 6 appropriations, and standing unlimited appropriations otherwise 7 limited by law, including appropriations from federal and 8 nonstate funds, the department of management, in consultation 9 with the legislative services agency, shall determine the 10 amount of such line item appropriations, standing limited 11 appropriations, and standing unlimited appropriations otherwise 12 limited by law, including appropriations from federal and 13 nonstate funds, made for the fiscal year beginning July 1, 14 2019, and ending June 30, 2020, by taking into consideration 15 all of the following: 16 (1) 2020 Iowa Acts, Senate Files 2144 and 2408, and other 17 2020 Iowa Acts. 18 (2) 2019 Iowa Acts. 19 (3) All interdepartmental and intradepartmental transfers 20 made pursuant to section 8.39 and other provisions of law. 21 (4) Other provisions of law. 22 b. The department of management, in consultation with the 23 legislative services agency, shall also identify the entities 24 to which such appropriations were made, or the entities’ 25 successors. 26 2. CONTINUING APPROPRIATIONS. There is appropriated 27 from the appropriate state fund or account to the entities 28 identified pursuant to subsection 1, for the fiscal year 29 beginning July 1, 2020, and ending June 30, 2021, amounts, or 30 so much thereof as is necessary, equal to the amounts of all 31 line item appropriations, standing limited appropriations, and 32 standing unlimited appropriations otherwise limited by law, 33 including federal and nonstate funds, made for the fiscal year 34 beginning July 1, 2019, and ending June 30, 2020, as determined 35 -1- LSB 6419YC (18) 88 ns/tm 1/ 16
H.F. _____ pursuant to subsection 1, to be used for the same designated 1 purposes. 2 3. DUPLICATIVE STANDING APPROPRIATIONS SUPPLANTED. The 3 amounts appropriated under subsection 2 shall supplant 4 any duplicative standing appropriation for the fiscal year 5 beginning July 1, 2020, and ending June 30, 2021. 6 4. MISCELLANEOUS PROVISIONS APPLICABLE TO FY 2020–2021. 7 Any powers, duties, limitations, or requirements, including 8 reporting requirements, set forth in 2019 Iowa Acts, chapters 9 85, 89, 131, 135, 136, 154, 155, and 163, for the fiscal 10 year beginning July 1, 2019, and ending June 30, 2020, are 11 applicable for the fiscal year beginning July 1, 2020, and 12 ending June 30, 2021. 13 5. ALLOCATION AMOUNTS. For any line item appropriation, 14 standing limited appropriation, or standing unlimited 15 appropriation otherwise limited by law identified pursuant 16 to subsection 1 which is subject to an allocation amount for 17 the fiscal year beginning July 1, 2019, and ending June 30, 18 2020, the amount appropriated under subsection 2 based on such 19 appropriation shall be subject to the same allocation amount 20 for the fiscal year beginning July 1, 2020, and ending June 30, 21 2021. 22 6. NONREVERSION PROVISIONS. For any line item 23 appropriation, standing limited appropriation, or standing 24 unlimited appropriation otherwise limited by law identified 25 pursuant to subsection 1 that is subject to a specified 26 nonreversion provision, whether for a limited or unlimited 27 period, the amount appropriated under subsection 2 based on 28 such appropriation shall be subject to the same specified 29 nonreversion provision, and in the case of a specified 30 nonreversion provision for a limited period, the period shall 31 be considered to be one fiscal year longer than specified for 32 the appropriation identified pursuant to subsection 1. 33 7. FULL-TIME EQUIVALENT POSITIONS. The amounts 34 appropriated under subsection 2 to an entity identified 35 -2- LSB 6419YC (18) 88 ns/tm 2/ 16
H.F. _____ pursuant to subsection 1 may be used by the entity for a number 1 of full-time equivalent positions for the fiscal year beginning 2 July 1, 2020, and ending June 20, 2021, equal to the number of 3 full-time equivalent positions authorized for the entity for 4 the fiscal year beginning July 1, 2019, and ending June 30, 5 2020. 6 8. EXCLUSIONS. This section does not apply to any of the 7 following: 8 a. Appropriations made from the rebuild Iowa infrastructure 9 fund and the technology reinvestment fund pursuant to 2019 Iowa 10 Acts, chapter 137 . 11 b. Appropriations made to the department of transportation 12 from the road use tax fund and the primary road fund pursuant 13 to 2019 Iowa Acts, chapter 52 . 14 c. The appropriation made to the department of 15 administrative services from the general fund of the state for 16 establishing a listing of real property owned or leased by 17 the state pursuant to 2019 Iowa Acts, chapter 136, section 1, 18 subsection 1, paragraph “d” . 19 d. The appropriation made to the department of agriculture 20 and land stewardship from the general fund of the state for 21 deposit in the hungry canyons account of the loess hills 22 development and conservation fund pursuant to 2019 Iowa Acts, 23 chapter 131, section 9, subsection 1 . 24 e. The appropriation made to the department of cultural 25 affairs from the general fund of the state for payment of 26 rent for the state records center pursuant to 2019 Iowa Acts, 27 chapter 154, section 1, subsection 1, paragraph “g” . 28 f. The appropriation made to the Iowa law enforcement 29 academy from the general fund of the state for costs associated 30 with temporary relocation of the Iowa law enforcement academy 31 pursuant to 2019 Iowa Acts, chapter 163, section 10, subsection 32 1, paragraph “a”, subparagraph (2) . 33 g. The appropriation made to the department of homeland 34 security and emergency management from the general fund of the 35 -3- LSB 6419YC (18) 88 ns/tm 3/ 16
H.F. _____ state for flood recovery pursuant to 2020 Iowa Acts, Senate 1 File 2144, section 3 . 2 h. Any line item appropriation, standing limited 3 appropriation, or standing unlimited appropriation otherwise 4 limited by law that is otherwise provided for in this Act. 5 Sec. 2. REPEAL. 2020 Iowa Acts, Senate File 2408, sections 6 7 and 8, are repealed. 7 DIVISION II 8 ADMINISTRATION AND REGULATION APPROPRIATIONS —— FY 2020-2021 9 Sec. 3. DEPARTMENT OF ADMINISTRATIVE SERVICES. DEPARTMENT OF MANAGEMENT. There is appropriated 25 from the general fund of the state to the department of 26 management for the fiscal year beginning July 1, 2020, and 27 ending June 30, 2021, the following amount, or so much thereof 28 as is necessary, to be used for the purposes designated: 29 For distribution of moneys to other governmental entities 30 for the payment of rate adjustments established by the office 31 of the chief information officer; and for salaries, support, 32 maintenance, and miscellaneous purposes: 33 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,201,370 34 Moneys appropriated in this section shall be separately 35 -4- LSB 6419YC (18) 88 ns/tm 4/ 16
H.F. _____ accounted for in a distribution account and shall be 1 distributed to other governmental entities to pay for rate 2 adjustments established by the office of the chief information 3 officer related to the overpayment of federal funds for 4 information technology services. The department of management 5 may reduce the amount of moneys to be distributed to another 6 governmental entity for the payment of rate adjustments under 7 this section if the amount to be distributed is less than the 8 amount currently paid by the governmental entity for such 9 rates. In addition to moneys appropriated in this section, 10 rate adjustments may also be funded using unencumbered and 11 unobligated moneys remaining in the department of commerce 12 revolving fund created in section 546.12 , the primary road 13 fund created in section 313.3 , the road use tax fund created 14 in section 312.1 , the fish and game protection fund created in 15 section 456A.17 , the Iowa public employees’ retirement fund 16 created in section 97B.7 , or any other departmental revolving, 17 trust, or special fund for which the general assembly has not 18 made an operating budget appropriation, as determined by the 19 department of management. The department of management shall 20 transmit financial statements to the legislative services 21 agency regarding distributions of moneys provided to other 22 governmental entities for the payment of rate adjustments 23 pursuant to this section. The statements shall indicate 24 the amount of the distributions and the dates on which the 25 distributions are provided. 26 DIVISION III 27 EDUCATION APPROPRIATIONS —— FY 2020-2021 28 Sec. 5. There is appropriated from the fund created in section 14 8.41 to the department of human services for the fiscal year 15 beginning July 1, 2020, and ending June 30, 2021, from moneys 16 received under the federal temporary assistance for needy 17 families (TANF) block grant pursuant to the federal Personal 18 Responsibility and Work Opportunity Reconciliation Act of 1996, 19 Pub. L. No. 104-193, and successor legislation, the following 20 amount, or so much thereof as is necessary, to be used for the 21 purposes designated: 22 To be credited to the family investment program account and 23 used for assistance under the family investment program under 24 chapter 239B : 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,002,006 26 Sec. 7. There is appropriated from the 27 general fund of the state to the department of human services 28 for the fiscal year beginning July 1, 2020, and ending June 30, 29 2021, the following amount, or so much thereof as is necessary, 30 to be used for the purpose designated: 31 For medical assistance program reimbursement and associated 32 costs as specifically provided in the reimbursement 33 methodologies in effect on June 30, 2020, except as otherwise 34 expressly authorized by law, consistent with options under 35 -6- LSB 6419YC (18) 88 ns/tm 6/ 16

STATE SUPPLEMENTARY ASSISTANCE. 12 1. There is appropriated from the general fund of the 13 state to the department of human services for the fiscal year 14 beginning July 1, 2020, and ending June 30, 2021, the following 15 amount, or so much thereof as is necessary, to be used for the 16 purpose designated: 17 For the state supplementary assistance program: 18 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 7,349,002 19 2. The department shall increase the personal needs 20 allowance for residents of residential care facilities by the 21 same percentage and at the same time as federal supplemental 22 security income and federal social security benefits are 23 increased due to a recognized increase in the cost of living. 24 The department may adopt emergency rules to implement this 25 subsection. 26 3. If during the fiscal year beginning July 1, 2020, 27 the department projects that state supplementary assistance 28 expenditures for a calendar year will not meet the federal 29 pass-through requirement specified in Tit. XVI of the federal 30 Social Security Act, section 1618, as codified in 42 U.S.C. 31 §1382g, the department may take actions including but not 32 limited to increasing the personal needs allowance for 33 residential care facility residents and making programmatic 34 adjustments or upward adjustments of the prescribed residential 35 -7- LSB 6419YC (18) 88 ns/tm 7/ 16
H.F. _____ care facility or in-home health-related care reimbursement 1 rates to ensure that federal requirements are met. In 2 addition, the department may make other programmatic and rate 3 adjustments necessary to remain within the amount appropriated 4 in this section while ensuring compliance with federal 5 requirements. The department may adopt emergency rules to 6 implement the provisions of this subsection. 7 4. Notwithstanding section 8.33 , moneys appropriated in 8 this section that remain unencumbered or unobligated at the 9 close of the fiscal year shall not revert but shall remain 10 available for expenditure for the purposes designated until the 11 close of the succeeding fiscal year. 12 Sec. 9. CHILDREN’S HEALTH INSURANCE PROGRAM. 13 1. There is appropriated from the general fund of the 14 state to the department of human services for the fiscal year 15 beginning July 1, 2020, and ending June 30, 2021, the following 16 amount, or so much thereof as is necessary, to be used for the 17 purpose designated: 18 For maintenance of the healthy and well kids in Iowa (hawk-i) 19 program pursuant to chapter 514I , including supplemental dental 20 services, for receipt of federal financial participation under 21 Tit. XXI of the federal Social Security Act, which creates the 22 children’s health insurance program: 23 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 37,598,984 24 2. Of the funds appropriated in this section, $146,682 is 25 allocated for continuation of the contract for outreach with 26 the department of public health. 27 3. A portion of the funds appropriated in this section may 28 be transferred to the appropriations made for field operations 29 or medical contracts to be used for the integration of hawk-i 30 program eligibility, payment, and administrative functions 31 under the purview of the department of human services, 32 including for the Medicaid management information system 33 upgrade. 34 Sec. 10. STATE RESOURCE CENTERS. 35 -8- LSB 6419YC (18) 88 ns/tm 8/ 16

The department may continue to bill for state resource 12 center services utilizing a scope of services approach used for 13 private providers of intermediate care facilities for persons 14 with an intellectual disability services, in a manner which 15 does not shift costs between the medical assistance program, 16 counties, or other sources of funding for the state resource 17 centers. 18 3. The state resource centers may expand the time-limited 19 assessment and respite services during the fiscal year. 20 4. If the department’s administration and the department 21 of management concur with a finding by a state resource 22 center’s superintendent that projected revenues can reasonably 23 be expected to pay the salary and support costs for a new 24 employee position, or that such costs for adding a particular 25 number of new positions for the fiscal year would be less 26 than the overtime costs if new positions would not be added, 27 the superintendent may add the new position or positions. If 28 the vacant positions available to a resource center do not 29 include the position classification desired to be filled, the 30 state resource center’s superintendent may reclassify any 31 vacant position as necessary to fill the desired position. The 32 superintendents of the state resource centers may, by mutual 33 agreement, pool vacant positions and position classifications 34 during the course of the fiscal year in order to assist one 35 -9- LSB 6419YC (18) 88 ns/tm 9/ 16
H.F. _____ another in filling necessary positions. 1 5. If existing capacity limitations are reached in 2 operating units, a waiting list is in effect for a service or 3 a special need for which a payment source or other funding 4 is available for the service or to address the special need, 5 and facilities for the service or to address the special need 6 can be provided within the available payment source or other 7 funding, the superintendent of a state resource center may 8 authorize opening not more than two units or other facilities 9 and begin implementing the service or addressing the special 10 need during fiscal year 2020-2021. 11 6. Notwithstanding section 8.33 , and notwithstanding 12 the amount limitation specified in section 222.92 , moneys 13 appropriated in this section that remain unencumbered or 14 unobligated at the close of the fiscal year shall not revert 15 but shall remain available for expenditure for the purposes 16 designated until the close of the succeeding fiscal year. 17 Sec. 11. JUVENILE INSTITUTION. There is appropriated 18 from the general fund of the state to the department of human 19 services for the fiscal year beginning July 1, 2020, and ending 20 June 30, 2021, the following amounts, or so much thereof as is 21 necessary, to be used for the purposes designated: 22 1. a. For operation of the state training school at Eldora 23 and for salaries, support, maintenance, and miscellaneous 24 purposes, and for not more than the following full-time 25 equivalent positions: 26 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 16,029,488 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . Of the funds appropriated in this subsection, $91,000 29 shall be used for distribution to licensed classroom teachers 30 at this and other institutions under the control of the 31 department of human services based upon the average student 32 yearly enrollment at each institution as determined by the 33 department. 34 2. A portion of the moneys appropriated in this section 35 -10- LSB 6419YC (18) 88 ns/tm 10/ 16
H.F. _____ shall be used by the state training school at Eldora for 1 grants for adolescent pregnancy prevention activities at the 2 institution in the fiscal year beginning July 1, 2020. 3 3. Of the funds appropriated in this subsection, $212,000 4 shall be used by the state training school at Eldora for a 5 substance use disorder treatment program at the institution for 6 the fiscal year beginning July 1, 2020. 7 4. Notwithstanding section 8.33 , moneys appropriated in 8 this section that remain unencumbered or unobligated at the 9 close of the fiscal year shall not revert but shall remain 10 available for expenditure for the purposes designated until the 11 close of the succeeding fiscal year. 12 DIVISION V 13 PROPERTY TAX CREDITS 14 Sec. 12. PROPERTY TAX CREDITS. 15 1. In lieu of the standing appropriations in the following 16 designated sections, for the fiscal year beginning July 1, 17 2020, and ending June 30, 2021, there is appropriated from 18 the general fund of the state the following amounts for the 19 following designated purposes: 20 a. For reimbursement for the homestead property tax credit 21 under section 425.1: 22 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $139,984,518 23 b. For implementing the elderly and disabled tax credit and 24 reimbursement pursuant to sections 425.16 through 425.40: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 20,500,000 26 2. If the director of revenue determines that the amount of 27 claims for credit for property taxes due pursuant to paragraphs 28 “a” and “b”, plus the amount of claims for reimbursement for 29 rent constituting property taxes paid which are to be paid 30 during a fiscal year may exceed the total amount appropriated 31 for that fiscal year, the director shall estimate the 32 percentage of the credits and reimbursements which will be 33 funded by the appropriation. The county treasurer shall notify 34 the director of the amount of property tax credits claimed by 35 -11- LSB 6419YC (18) 88 ns/tm 11/ 16
H.F. _____ June 26, 2020. The director shall estimate the percentage of 1 the property tax credits and rent reimbursement claims that 2 will be funded by the appropriation and notify the county 3 treasurer of the percentage estimate by June 30, 2020. The 4 estimated percentage shall be used in computing for each claim 5 the amount of property tax credit and reimbursement for rent 6 constituting property taxes paid for that fiscal year. If 7 the director overestimates the percentage of funding, claims 8 for reimbursement for rent constituting property taxes paid 9 shall be paid until they can no longer be paid at the estimated 10 percentage of funding. Rent reimbursement claims filed after 11 that point in time shall receive priority and shall be paid in 12 the following fiscal year. 13 Sec. 13. RETROACTIVE APPLICABILITY. This division of this 14 Act, if approved by the governor after June 26, 2020, applies 15 retroactively to June 26, 2020. 16 DIVISION VI 17 CORRECTIVE PROVISIONS 18 Sec. 14. Section 100B.41, as enacted by 2020 Iowa Acts, 19 Senate File 2259, section 1, is amended to read as follows: 20 100B.41 Donation of fire fighting, emergency medical 21 response, and law enforcement equipment. 22 A fire department, emergency medical services provider, or 23 law enforcement agency may donate used vehicles or equipment 24 to an organization that provides fire response or emergency 25 medical services, or to a law enforcement agency. An entity 26 making a good faith donation of equipment pursuant to this 27 subsection section shall be immune from civil liability from 28 any claim arising from the performance, failure to perform, 29 nature, age, condition, or packaging of any vehicle or 30 equipment used in fire fighting, emergency medical response, 31 or law enforcement. 32 Sec. 15. Section 260C.48, subsection 1, paragraph a, 33 subparagraph (2), Code 2020, as enacted by 2020 Iowa Acts, 34 House File 2454, section 1, is amended to read as follows: 35 -12- LSB 6419YC (18) 88 ns/tm 12/ 16
H.F. _____ (2) For purposes of subparagraph (1), subparagraph 1 divisions (b) and (c), if the instructor is a licensed 2 practitioner who holds a career and technical endorsement under 3 chapter 272 , relevant work experience in the occupational area 4 includes but is not limited to classroom instruction in a 5 career and technical education subject area offered by a school 6 district or accredited nonpublic school. 7 Sec. 16. Section 321.279, subsection 2, paragraph b, as 8 enacted by 2020 Iowa Acts, Senate File 2275, section 1, is 9 amended as follows: 10 b. The driver of a motor vehicle who commits a violation 11 under this section subsection and who has previously committed 12 a violation under this section subsection or subsection 3 is, 13 upon conviction, guilty of a class “D” felony. 14 Sec. 17. Section 514C.35, subsection 4, paragraph d, 15 subparagraph (1), if enacted by 2020 Iowa Acts, Senate File 16 2261, section 5, is amended to read as follows: 17 (1) A any Any school, other than a public school, that is 18 accredited pursuant to section 256.11 for any and all levels 19 for grades one through twelve. 20 Sec. 18. Section 709.23, subsection 2, if enacted by 2020 21 Iowa Acts, House File 2554, section 4, is amended to read as 22 follows: 23 2. A person who commits continuous sexual abuse of a 24 child is, upon conviction, guilty of a class “B” felony. 25 Notwithstanding section 902.9, subsection 1, paragraph “b” , 26 a person convicted of a violation of this subsection section 27 involving any combination of three or more acts of sexual abuse 28 that includes a violation of section 709.3 or 709.4 shall be 29 confined for no more than fifty years. 30 Sec. 19. 2020 Iowa Acts, Senate File 2357, section 9, 31 subsection 2, paragraph b, subparagraph (1), subparagraph 32 division (a), is amended to read as follows: 33 (a) Review of requirements. H.F. _____ of physician assistant licensure, practice, supervision, and 1 delegation of medical services as set forth in section 148.13 2 and chapter 148C, the Iowa administrative code chapter chapters 3 under 653 IAC , and 645 IAC chapters 326 to 329. 4 Sec. 20. 2020 Iowa Acts, Senate File 2357, section 10, 5 subsection 1, unnumbered paragraph 1, is amended to read as 6 follows: 7 The Notwithstanding section 148C.5, the board of physician 8 assistants shall rescind all of the following: 9 Sec. 21. EFFECTIVE DATE. This division of this Act, being 10 deemed of immediate importance, takes effect upon enactment. 11 Sec. 22. RETROACTIVE APPLICABILITY. The following apply 12 retroactively to March 18, 2020: 13 1. The section of this division of this Act amending 2020 14 Iowa Acts, Senate File 2357, section 9. 15 2. The section of this division of this Act amending 2020 16 Iowa Acts, Senate File 2357, section 10. 17 DIVISION VII 18 CONTINGENT EFFECTIVE DATE AND RETROACTIVE APPLICABILITY 19 Sec. 23. EFFECTIVE UPON ENACTMENT. Unless otherwise 20 provided, this Act, if approved by the governor on or after 21 July 1, 2020, takes effect upon enactment. 22 Sec. 24. RETROACTIVE APPLICABILITY. Unless otherwise 23 provided, this Act, if approved by the governor on or after 24 July 1, 2020, applies retroactively to July 1, 2020. 25 EXPLANATION 26 The inclusion of this explanation does not constitute agreement with 27 the explanation’s substance by the members of the general assembly. 28 This bill relates to state and local finances by 29 making appropriations, providing for legal and regulatory 30 responsibilities, and providing for other properly related 31 matters. 32 CONTINUING APPROPRIATIONS. H.F. _____ appropriations, standing limited appropriations, and 1 standing unlimited appropriations otherwise limited by law, 2 including appropriations from federal and nonstate funds, 3 made for FY 2019-2020, and identify the entities to which 4 such appropriations were made. The bill appropriates the 5 determined amounts to the identified entities for FY 2020-2021, 6 and applies powers, duties, limitations, and requirements, 7 including reporting requirements; allocation amounts; specified 8 nonreversion provisions; and full-time equivalent position 9 authorizations from FY 2019-2020 to FY 2020-2021. This 10 division does not apply to certain capital appropriations, 11 transportation appropriations, one-time appropriations, and 12 appropriations otherwise provided for in the bill. 13 ADMINISTRATION AND REGULATION APPROPRIATIONS. The bill 14 appropriates moneys for FY 2020-2021 to the department of 15 administrative services for the payment of utility costs and 16 to the department of management for distribution to other 17 governmental entities for the payment of rate adjustments 18 established by the office of the chief information officer. 19 EDUCATION APPROPRIATIONS. The bill appropriates moneys for 20 FY 2020-2021 to the state board of regents for the state school 21 for the deaf and the Iowa braille and sight saving school. 22 HEALTH AND HUMAN SERVICES APPROPRIATIONS. The bill 23 appropriates moneys for FY 2020-2021 to the department of 24 human services for the family investment program, medical 25 assistance program reimbursement and associated costs, the 26 state supplementary assistance program, the healthy and well 27 kids in Iowa (hawk-i) program, the state resource centers, and 28 the state training school at Eldora. 29 PROPERTY TAX CREDITS. For FY 2020-2021, the bill 30 appropriates moneys from the general fund of the state for 31 purposes of reimbursing the homestead property tax credit 32 and implementing the elderly and disabled tax credit and 33 reimbursement. H.F. _____ CORRECTIVE PROVISIONS. The bill makes technical corrections 1 to legislation enacted or considered during the 2020 2 legislative session. This division takes effect upon enactment 3 and the bill sections amending 2020 Iowa Acts, Senate File 4 2357, apply retroactively to March 18, 2020. 5 EFFECTIVE DATE AND RETROACTIVE APPLICABILITY.
