amended
to
read
as
follows:

A
national
guard
educational
assistance
program
is

established
to
be
administered
by
the
college
student
aid

commission
for
members
of
the
Iowa
national
guard
who
are
5
either
enrolled
as
undergraduate
students
in
a
community
6
college,
an
institution
of
higher
learning
under
the
state
7
board
of
regents,
or
an
accredited
private
institution
,
or
8
enrolled
as
postgraduate
students
in
accredited
medical
or
9
osteopathic
schools
.
The
college
student
aid
commission
shall
10
adopt
rules
pursuant
to
chapter
17A
to
administer
this
section
.

An
individual
is
eligible
for
the
national
guard
educational
12
assistance
program
if
the
individual
meets
all
of
the
following
13
conditions:

enrolled
in
and

maintaining
satisfactory
academic

progress
as
an
either
of
the
following:

student
in

college
as

defined
in

260C.2
,
an
institution
of
higher
learning
20
under
the
control
of
the
board
of
regents,
or
an
accredited
21
private
institution
as
defined
in
section
261.9
,
and
is
22
maintaining
satisfactory
academic
progress
.

(2)
A
postgraduate
student
enrolled
in
a
school
of
medicine
24
accredited
by
the
liaison
committee
on
medical
education
or
25
an
osteopathic
medical
school
accredited
by
the
commission
on
26
osteopathic
college
accreditation
of
the
American
osteopathic
27
association
in
a
curriculum
leading
to
a
doctor
of
medicine
28
degree
or
a
doctor
of
osteopathic
medicine
degree.

subsection

is
amended

by
adding
the
following
new
paragraph:

c.
Notwithstanding
paragraph
“a”
,
up
to

five
eligible
members
of
the
national
guard
annually,
as

determined
by
the
adjutant
general,
who
meet
the
requirements

of
subsection
1,
paragraphs
“a”
through
“c”
,
“e”
through
“g”
,

,
subparagraph
(2),
shall
receive
educational
1
assistance
under
this
section
in
an
amount
not
to
exceed
2
twenty
thousand
dollars
annually
for
not
more
than
four
years.

Educational
assistance
under
this
paragraph
is
conditional
on
4
the
eligible
member
completing
a
residency
program
and
serving
5
five
years
in
the
Iowa
national
guard
as
a
medical
corps
6
officer
while
practicing
medicine
in
Iowa.
If
an
eligible
7
member
fails
to
fulfill
the
conditions
of
this
paragraph,
the
8
eligible
member
shall
be
subject
to
repayment
to
the
commission
9
of
the
amount
of
educational
assistance
received
under
this
10
section
plus
interest
as
specified
by
rule.

EXPLANATION
12
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
13
the
explanation’s
substance
by
the
members
of
the
general
assembly.
14
This
bill
provides
that
up
to
five
eligible
members
of
the
15
national
guard
annually,
as
determined
by
the
adjutant
general,
16
who
meet
the
requirements
of
the
national
guard
educational
17
assistance
program
but
who
are
enrolled
in
a
postgraduate
18
course
of
study
at
an
accredited
school
of
medicine
or
at
an
19
accredited
osteopathic
medical
school
leading
to
a
doctor
of
20
medicine
degree
or
a
doctor
of
osteopathic
medicine
degree
21
shall
receive
educational
assistance
in
an
amount
not
to
exceed
22
$20,000
annually
for
not
more
than
four
years.
23
The
eligible
member
must
then
complete
a
residency
program
24
and
serve
five
years
in
the
Iowa
national
guard
as
a
medical
25
corps
officer
while
practicing
medicine
in
Iowa.
A
guard
26
member
who
fails
to
fulfill
these
conditions
must
repay
to
the
27
commission
the
amount
of
educational
assistance
received
plus
28
interest.
