1.
Section
455B.171,
Code
2019,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
1A.
“Composting
toilet”
means
a
3
self-contained
system
consisting
of
a
composter
and
a
separate
4
toilet
fixture
from
which
no
liquid
or
solid
waste
materials
5
are
discharged
to
the
surface
or
subsurface
environment
and
6
from
which
a
compost-like
end
product
is
produced.

Sec.
2.
Section
455B.172,
Code
2019,
is
amended
by
adding
8
the
following
new
subsection:

NEW
SUBSECTION
.
12.
A
building
may
be
served
by
a
10
composting
toilet
subject
to
the
following
conditions:
11
a.
Liquid
wastewater
is
not
discharged
from
the
composting
12
toilet.
If
the
composting
toilet
produces
a
liquid
by-product
13
that
is
not
composted
through
the
toilet,
the
liquid
by-product
14
must
be
disposed
of
through
any
of
the
following
methods:
15
(1)
Removal
and
proper
disposal
by
a
person
licensed
to
16
dispose
of
waste
pursuant
to
subsection
6.
17
(2)
Disposal
through
a
method
approved
by
the
department.
18
b.
The
system
shall
be
designed
to
store
compostable
and
19
composted
solids
for
at
least
two
years,
unless
otherwise
20
approved
by
the
department.
Residuals
from
the
system
shall
be
21
disposed
of
through
any
of
the
following
methods:

(1)
By
burial
on-site
or
in
another
manner
and
location
23
approved
by
the
department,
covered
with
a
minimum
of
six
24
inches
of
clean,
compacted
earth,
and
subject
to
rules
for
the
25
land
disposal
of
yard
waste
adopted
by
the
commission
pursuant
26
to
section
455D.9.

(2)
By
a
person
licensed
to
dispose
of
waste
pursuant
to
28
subsection
6.

EXPLANATION
30
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
31
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
installation
and
use
of
composting
33
toilets.
The
bill
allows
a
building
to
be
served
by
a
34
composting
toilet
provided
liquid
wastewater
is
not
discharged

the
system
is
capable
of
storing
compostable
or
composted
1
solids
for
at
least
two
years.
If
the
system
produces
liquid
2
by-product,
the
by-product
shall
be
removed
by
a
person

licensed
to
dispose
of
such
material
or
by
an
alternative
4
method
approved
by
the
department
of
natural
resources.
Solid
5
residuals
shall
be
disposed
of
either
by
burying
the
residuals
6
on-site
or
in
a
manner
and
location
approved
by
the
department,
7
or
disposed
of
by
a
person
licensed
to
dispose
of
waste.
