1.
Section
483A.24,
subsection
6,
Code
2019,
is

amended
to
read
as
follows:

6.
a.
A
resident
or
nonresident
of
the
state
under
sixteen
3
years
of
age
is
not
required
to
have
a
license
to
fish
in
the
4
waters
of
the
state.
However,
residents
and
nonresidents
under
5
sixteen
years
of
age
must
pay
the
trout
fishing
fee
to
possess
6
trout
or
they
must
fish
for
trout
with
a
licensed
adult
who
has
7
paid
the
trout
fishing
fee
and
limit
their
combined
catch
to
8
the
daily
limit
established
by
the
commission.
A
resident
or
9
nonresident
of
the
state
under
sixteen
years
of
age
is
required
10
to
have
a
paddlefish
fishing
license
to
fish
for
paddlefish
on
11
the
Missouri
or
Big
Sioux
river.

b.
A
foster
child
is
not
required
to
have
a
license
to
13
fish
in
the
waters
of
the
state
and
does
not
need
to
pay
the
14
trout
fishing
fee
or
fish
with
an
adult
who
has
paid
the
trout
15
fishing
fee
to
possess
trout.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
a
resident
or
nonresident
of
the
state
20
under
16
years
of
age
is
not
required
to
have
a
license
to
21
fish
in
the
waters
of
the
state,
but
cannot
possess
trout
22
without
first
paying
the
trout
fishing
fee
or
by
fishing
with
23
a
licensed
adult
who
has
paid
the
trout
fishing
fee.
This
24
bill
allows
a
foster
child
to
fish
in
the
waters
of
the
state
25
without
a
license
and
the
foster
child
does
not
need
to
pay
the
26
trout
fishing
fee
or
fish
with
an
adult
who
has
paid
the
trout
27
fishing
fee
to
possess
trout.
