fee.

1.
A
crude
oil
disaster
prevention
and
response
fee
shall
3
be
payable
by
the
owner
or
operator
of
a
pipeline
company,
as
4
defined
in
section
479B.2,
in
an
amount
equal
to
twenty-four
5
ten-thousandths
of
one
cent
per
gallon
of
crude
oil
transported
6
out
of
the
state
by
pipeline,
whether
extracted
in
or
out
of
7
the
state.
The
director
shall
establish
by
rule
procedures
for
8
collection
of
the
fees.

2.
Fees
collected
pursuant
to
this
section
shall
be
10
deposited
as
follows:

a.
Fifty
percent
shall
be
deposited
in
the
water
quality
12
infrastructure
fund
in
section
8.57B.
13
b.
Fifty
percent
shall
be
deposited
in
the
water
quality
14
financial
assistance
fund
in
section
16.134A.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
creates
a
crude
oil
disaster
prevention
and
19
response
fee
applied
to
crude
oil
transported
out
of
the
state
20
by
pipeline
and
payable
by
the
owner
or
operator
of
a
pipeline
21
company.
The
bill
requires
the
director
of
the
department
of
22
natural
resources
to
establish
rules
for
collecting
the
fee.
23
Fifty
percent
of
the
fees
collected
shall
be
deposited
in
the
24
water
quality
infrastructure
fund
and
the
other
50
percent
of
25
the
fees
collected
shall
be
deposited
in
the
water
quality
26
financial
assistance
fund.
