H.F. 2386 Section 1. Section 256.7, Code 2020, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 34. Adopt rules under chapter 17A to 3 prohibit a school district or accredited nonpublic school 4 from using a seclusion room to isolate, confine, or detain a 5 student. For purposes of this subsection, “seclusion room” 6 means a room or other enclosure within a school facility from 7 which a student’s egress is restricted. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill directs the state board of education to adopt 12 rules prohibiting school districts and accredited nonpublic 13 schools from using seclusion rooms to isolate, confine, or 14 detain students, and defines “seclusion room” as a room or 15 other enclosure within a school facility from which a student’s 16 egress is restricted. 17 -1- LSB 6045YH (2) 88 kh/jh 1/ 1
