1.
TERMINATION
OF
MEDICAID
MANAGED
CARE
CONTRACTS

ALTERNATIVES
FOR
HEALTH
CARE
DELIVERY
AND
PAYMENT
REFORM.

1.
The
department
of
human
services
shall,
upon
the
3
effective
date
of
this
Act,
terminate
the
contracts
executed
4
with
managed
care
organizations
to
administer
the
Iowa
5
high
quality
health
care
initiative,
in
accordance
with
the
6
termination
provisions
of
the
contract.

2.
The
department
shall
continue
to
pursue
other
8
initiatives
to
realign
the
health
care
delivery
system
and
9
provide
holistic,
integrated,
patient-centered
care
while
10
moving
toward
a
value-based
model
of
payment
reform,
including
11
but
not
limited
to
the
healthiest
state
initiative,
the
Iowa
12
health
and
wellness
plan
created
pursuant
to
chapter
249N,
the
13
state
innovation
models
initiative
utilizing
accountable
care
14
organizations,
and
integrated
health
homes.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
16
immediate
importance,
takes
effect
upon
enactment.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
19
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
directs
the
department
of
human
services
21
to
terminate
the
contracts
executed
with
managed
care
22
organizations
to
administer
the
Iowa
high
quality
health
care
23
initiative,
in
accordance
with
the
termination
provisions
of
24
the
contract
upon
the
effective
date
of
the
Act.

The
bill
directs
the
department
to
continue
to
pursue
26
initiatives
to
realign
the
health
care
delivery
system
and
27
provide
holistic,
integrated,
patient-centered
care
while
28
moving
toward
a
value-based
model
of
payment,
including
but
not
29
limited
to
the
healthiest
state
initiative,
the
Iowa
health
30
and
wellness
plan
created
pursuant
to
Code
