H.F. 2193 Section 1. DEPARTMENT ON AGING —— RETURN TO COMMUNITY PILOT 1 PROJECT INITIATIVE. There is appropriated from the lottery 2 fund created in section 99G.40 to the department on aging for 3 the fiscal year beginning July 1, 2020, and ending June 30, 4 2021, the following amount, or so much thereof as is necessary, 5 to be used for the purpose designated: 6 For expanding the return to community pilot project 7 initiative, including salaries, support, maintenance, 8 miscellaneous purposes: 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 10 Funds appropriated in this section shall be used by the 11 department on aging, in collaboration with the department of 12 human services and affected stakeholders, to expand the pilot 13 initiative. The initiative provides long-term care options 14 counseling utilizing support planning protocols to assist 15 non-Medicaid eligible consumers who indicate a preference 16 to return to the community and are deemed appropriate for 17 discharge to return to their community following a nursing 18 facility stay. The department on aging shall submit a report 19 regarding the outcomes of the pilot initiative to the governor 20 and the general assembly by December 15, 2020. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill appropriates $1 million from the lottery fund to 25 the department of aging for purposes of a return to community 26 pilot project initiative. The bill provides that the moneys 27 appropriated shall be used by the department on aging, in 28 collaboration with the department of human services and 29 affected stakeholders, to the pilot initiative.
