H.F. 2132 Section 1. Section 481A.76, Code 2020, is amended to read 1 as follows: 2 481A.76 Unlawful means —— exception. 3 It is unlawful, except as otherwise provided, to use on or 4 in the waters of the state any grabhook, snaghook, any kind of 5 a net, seine, trap, firearm, dynamite , or other explosives, 6 or poisonous or stupefying substances, lime, ashes, or 7 electricity, or to participate in hand fishing in the taking or 8 attempting to take any fish, except that gaffhooks or landing 9 nets may be used to assist in landing fish. The commission 10 shall allow catfish to be taken by bow and arrow and may permit 11 other designated fish to be taken by hand fishing, by snagging, 12 by spearing, by bow and arrow, and with artificial light at 13 the times and at the places as determined by rules of the 14 commission. 15 EXPLANATION 16 The inclusion of this explanation does not constitute agreement with 17 the explanation’s substance by the members of the general assembly. 18 This bill requires the natural resource commission to allow 19 catfish to be taken by bow and arrow at the times and places 20 determined by the commission by rule. 21 A violation of the bill’s provisions is punishable with a 22 scheduled fine of $50. 23 -1- LSB 5769YH (2) 88 js/rn 1/ 1
