The department of management, in consultation with 24 the departments and agencies and the judicial branch listed 25 in subsection 1, shall identify and implement the reductions 26 in subsection 1 with respect to the appropriate general fund 27 appropriations. Within fifteen days of the effective date of 28 this section, the department of management shall transmit a 29 report to the general assembly and legislative services agency 30 listing the appropriation reductions applied. 31 3. In order to implement the reductions in subsection 1, 32 the departments and agencies and the judicial branch may adjust 33 allocations made from appropriations that are being reduced. 34 4. S.F. _____ department of management may reduce a standing appropriation to 1 a department or agency required to reduce expenditures pursuant 2 to subsection 1. 3 Sec. 2. LIMITATIONS OF STANDING APPROPRIATION —— FY 4 2017-2018. REDUCTIONS —— CHILD AND FAMILY SERVICES. For the 20 fiscal year beginning July 1, 2017, and ending June 30, 2018, 21 the department of human services shall reduce expenditures made 22 from appropriations to the department for purposes of child and 23 family services by $2,206,785. 24 Sec. 5. SUPPLEMENTAL REIMBURSEMENT FOR GROUND EMERGENCY 25 MEDICAL TRANSPORTATION PROVIDED TO MEDICAID BENEFICIARIES. The 26 department of human services shall submit a Medicaid state 27 plan amendment to the centers for Medicare and Medicaid 28 services of the United States department of health and human 29 services to request authorization to establish and administer a 30 methodology to provide supplemental reimbursement to eligible 31 ground emergency medical transportation providers that provide 32 ground emergency medical transportation services to Medicaid 33 beneficiaries. Supplemental reimbursements shall be available 34 only for the uncompensated care costs incurred by eligible 35 -4- LSB 6134XC (5) 87 tm/rn 4/ 10

S.F. _____ The bill is organized by divisions. 1 APPROPRIATION REDUCTIONS. For the fiscal year 2017-2018, 2 the bill limits expenditures made from appropriations from 3 the general fund for certain listed departments and agencies 4 and the judicial branch. The bill requires the department 5 of management, in consultation with the departments and 6 agencies and the judicial branch, to identify and implement 7 the reductions and to file a report with the general assembly 8 and the legislative services agency listing the appropriation 9 reductions applied within 15 days of the effective date 10 of the bill. The bill allows departments and agencies 11 and the judicial branch to adjust allocations made within 12 appropriations that are being reduced. The bill allows the 13 department of management to reduce standing appropriations to 14 such departments and agencies. 15 The bill limits a standing appropriation to the economic 16 development authority for purposes of regional tourism 17 marketing. 18 The bill transfers moneys from the Iowa skilled worker and 19 job creation fund to the general fund of the state for FY 20 2017-2018. 21 The bill requires the department of human services to reduce 22 expenditures made from appropriations to the department for FY 23 2017-2018 for purposes of child and family services. 24 The bill requires the department of human services to submit 25 a Medicaid state plan amendment to the centers for Medicare and 26 Medicaid services of the United States department of health 27 and human services to request authorization to establish and 28 administer a methodology to provide supplemental reimbursement 29 to eligible ground emergency medical transportation providers 30 that provide ground emergency medical transportation services 31 to Medicaid beneficiaries. 32 The bill reduces an appropriation to the economic 33 development authority from the Iowa skilled worker and job 34 creation fund for FY 2017-2018. 35 -9- LSB 6134XC (5) 87 tm/rn 9/ 10
S.F. _____ The bill increases the reduction to the standing unlimited 1 appropriation to the general assembly. 2 The bill reduces appropriations made to the department 3 of human services for FY 2017-2018 for purposes of family 4 investment program assistance, medical contracts, the state 5 supplementary assistance program, maintenance of the healthy 6 and well kids in Iowa (hawk-i) program, and the family support 7 subsidy program. The bill reduces an FY 2017-2018 allocation 8 from the medical contracts appropriation for purposes of the 9 autism support program fund and eliminates an FY 2017-2018 10 allocation from the same appropriation for purposes of a 11 continuing grant to a hospital-based provider. The bill 12 reduces an FY 2017-2018 allocation from the child and family 13 services appropriation for purposes of group foster care 14 maintenance and services. 15 The bill repeals an appropriation to the offices of the 16 governor and the lieutenant governor for the fiscal year 17 2017-2018 for expenses incurred during the gubernatorial 18 transition. 19 SUPPLEMENTAL APPROPRIATIONS. The bill makes supplemental 20 appropriations to the state public defender of the department 21 of inspections and appeals for payments on behalf of eligible 22 adults and juveniles from the indigent defense fund. 23 The bill makes supplemental appropriations to the department 24 of administrative services for payments of utility costs. 25 The bill increases the appropriation from the pharmaceutical 26 settlement account to the department of human services to 27 supplement the appropriations made for medical contracts under 28 the medical assistance program for FY 2017-2018. 29 EFFECTIVE DATE.
