Section
272.7,
subsection
2,
Code
2018,
is

amended
to
read
as
follows:

2.
a.
The
executive
director
of
the
board
may
grant
or
deny
3
license
applications,
applications
for
renewal
of
a
license,
4
and
suspension
or
revocation
of
a
license.
A
denial
of
an
5
application
for
a
license,
the
denial
of
an
application
for
6
renewal,
or
a
suspension
or
revocation
of
a
license
may
be
7
appealed
by
the
applicant
or
practitioner
to
the
board.

b.
For
an
applicant
who
otherwise
meets
the
requirements
9
for
licensure,
the
executive
director
of
the
board
shall
waive,
10
for
not
more
than
two
years,
the
subject
or
performance-based
11
assessment
requirements
established
by
the
board
of
educational
12
examiners
by
rule
in
conformance
with
rules
adopted
by
the
13
state
board
of
education
pursuant
to
section
256.16,
subsection
14
1,
paragraph
“a”
,
subparagraph
(2).

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
executive
director
of
the
board
19
of
educational
examiners
to
waive,
for
otherwise
qualified
20
applicants
and
for
not
more
than
two
years,
a
provision
in
21
the
board’s
administrative
rules
that
effectively
requires
22
applicants
for
teacher
licensure
to
have
achieved
a
score
above
23
the
25th
percentile
nationally
on
subject
or
performance-based
24
assessments.
25
Students
in
a
practitioner
preparation
program
approved
by
26
the
state
board
of
education
must,
in
accordance
with
Code
27
section
256.16,
achieve
a
score
above
the
25th
percentile
28
nationally
on
subject
or
performance-based
assessments
in
order
29
to
successfully
complete
the
program.
