engage

WHEREAS,
Iowa
leads
the
nation
and
the
world
in
7
ethanol
production
and
the
demand
for
exports
of
8
ethanol
continues
to
increase;
and
9
WHEREAS,
Iowa
is
the
largest
producer
of
corn
and
10
hogs
in
the
United
States;
and
11
WHEREAS,
Iowa
is
one
of
the
top
producers
of
12
soybeans
in
the
United
States;
and
13
WHEREAS,
in
2017
Iowa
exported
over
$13.2
billion
14
in
manufactured
goods
and
value-added
agricultural
15
products
to
185
countries;
and
16
WHEREAS,
Iowa
is
a
leading
exporter
of
pork,
corn,
17
and
feed
grain;
and
18
WHEREAS,
Iowa
is
second
in
the
nation
for
soybean
19
exports;
and
20
WHEREAS,
Iowa
is
second
in
the
nation
for
overall
21
value
of
agricultural
exports;
and

Iowa
exported
pork
products
to

countries

2017;
and

WHEREAS,
Iowa
is
home
to
more
than
6,000

manufacturing
firms
that
contribute
more
than
$28

billion
to
Iowa’s
economy;
and

WHEREAS,
over
214,000
Iowans,
representing
almost

14
percent
of
Iowa’s
total
workforce,
are
employed
by

Iowa
manufacturing
firms;
and
8
WHEREAS,
in
2017
the
top
five
importers
of
Iowa
9
manufactured
goods
and
value-added
agricultural
10
products
were
Canada,
Mexico,
Japan,
China,
and
11
Germany;
and
12
WHEREAS,
President
Trump
announced
tariffs
on
the
13
import
of
certain
steel
and
aluminum
articles;
and
14
WHEREAS,
on
April
2,
2018,
the
Chinese
Ministry
of
15
Commerce
announced
tariffs
on
products
manufactured
in
16
the
United
States,
including
a
25
percent
tariff
on
17
certain
pork
products;
and
18
WHEREAS,
President
Trump
has
indicated
his
19
intentions
to
impose
substantial
additional
tariffs
on
20
Chinese-made
products;
and
21
WHEREAS,
on
April
4,
2018,
the
Chinese
Ministry
of
22
Commerce
announced
a
25
percent
tariff
on
soybeans
and
23
additional
tariffs
on
other
products
produced
in
the
24
United
States
and
such
tariffs
may
be
detrimental
to
25
the
people
of
Iowa
and
Iowa’s
economy;
and
26
WHEREAS,
President
Trump
has
expressed
his
27
intentions
to
take
actions
impacting
trade
28
relationships
with
additional
trade
partners;
and
29
WHEREAS,
President
Trump’s
actions
have
already

destabilized
the
markets
for
Iowa
farmers
and

manufacturers
who
are
experiencing
sharp
declines
in
2
commodity
prices
for
pork,
soybeans,
and
corn;
and

WHEREAS,
Iowa
agricultural
experts
predict
20
4
percent
of
Iowa
farmers
face
the
danger
of
losing
their
5
land
within
the
next
two
years;
and
6
WHEREAS,
failure
to
quickly
end
any
possibility
of
a
7
trade
war
could
result
in
China
permanently
replacing
8
Iowa
exports
with
commodities
and
products
from
other
9
countries,
including
Brazil;
and
10
WHEREAS,
an
escalating
trade
war
could
cause
11
President
Trump
or
additional
trade
partners
to
take
12
actions
detrimental
to
the
people
of
Iowa
and
to
Iowa’s
13
economy;
NOW
THEREFORE,
14
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,

That
the
House
of
Representatives
calls
on
President
16
Trump
and
the
United
States
Congress
to
engage
in
17
constructive
dialogue
and
to
negotiate
beneficial
18
trade
regulations
with
other
countries
in
order
to
19
discontinue
trade
practices
that
have
an
adverse
impact
20
on
the
people
of
Iowa
and
on
Iowa’s
economy;
and
21
BE
IT
FURTHER
RESOLVED,
That
Iowa
Governor
Kim
22
Reynolds,
Senator
Charles
Grassley,
Senator
Joni
Ernst,
23
Congressman
Steve
King,
Congressman
David
Young,
and
24
Congressman
Rod
Blum,
all
of
whom
supported
Donald
25
Trump’s
candidacy
in
2016
even
while
he
threatened
a
26
possible
trade
war,
should
take
bold
action
immediately
27
to
ensure
that
President
Trump
reverses
his
course
28
to
create
a
trade
war,
to
guarantee
that
no
farmers
29
will
lose
their
land
as
a
result
of
a
trade
war,
and
