Resolution
recognizing
the
importance
of
access

to
the
Iowa
State
Capitol
in
encouraging
public

involvement
in
the
legislative
process.

WHEREAS,
the
First
Amendment
to
the
Constitution
of
4
the
United
States
guarantees
the
right
of
the
people
5
peaceably
to
assemble,
and
to
petition
the
government
6
for
a
redress
of
grievances;
and
7
WHEREAS,
critical
to
exercising
these
First
8
Amendment
rights
is
the
ability
of
the
public
to
make
9
their
concerns
and
grievances
known
directly
to
their
10
elected
representatives;
and
11
WHEREAS,
the
Iowa
State
Capitol,
as
the
seat
of
12
government,
is
where
each
session
of
the
Iowa
General
13
Assembly
is
held;
and
14
WHEREAS,
public
engagement
and
involvement
in
15
the
legislative
process
through
the
ability
of
the
16
public
to
directly
contact
and
engage
their
elected
17
representatives
at
the
Iowa
State
Capitol
should
be
18
encouraged
and
facilitated;
and
19
WHEREAS,
reasonable
access
to
the
Iowa
State
20
Capitol
and
the
grounds
surrounding
the
Capitol
21
provides
an
efficient
way
for
the
public
to
become
22
involved
in
the
legislative
process
by
making
their
23
concerns
and
grievances
known
directly
to
their
elected
24
representatives;
and
25
WHEREAS,
any
unreasonable
financial
and
other

restrictions
should
not
be
imposed
on
members
of
the

public
seeking
access
to
the
Iowa
State
Capitol
and
2
the
grounds
surrounding
the
Capitol
for
the
purpose
of

public
engagement
and
involvement
in
the
legislative

process;
NOW
THEREFORE,
5
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
6
the
House
of
Representatives
strongly
affirms
that
7
access
to
the
Iowa
State
Capitol
by
the
public
seeking
8
involvement
in
the
legislative
process
is
essential
to
9
the
public’s
exercise
of
their
First
Amendment
rights
10
of
assembly
and
petition
and
should
be
facilitated
and
11
not
be
unreasonably
restricted.
