TAYLOR , DEYOE , GASSMAN , ZUMBACH , BRECKENRIDGE , ISENHART , GUSTAFSON , STAED , HOLT , OLSON , UPMEYER , JACOBY , SALMON , LANDON , SEXTON , OURTH , HUSEMAN , FRY , JACOBSEN , LUNDGREN , ABDUL-SAMAD , WHEELER , MEYER , HAGENOW , KOESTER , MOMMSEN , BACON , BERGAN , GASKILL , BEST , KURTH , and HIGHFILL A Resolution to recognize and honor Officers Susan 1 Farrell and Carlos Puente-Morales posthumously for 2 their service to this state. 3 WHEREAS, in the early hours of March 26, 2016, 4 Des Moines Police Officers Susan Farrell and Carlos 5 Puente-Morales died in a head-on collision with a drunk 6 driver on Interstate 80 in Dallas County; and 7 WHEREAS, Officers Farrell and Puente-Morales 8 graduated from the Des Moines Police Academy on October 9 2, 2015, and had served as police officers with the Des 10 Moines Police Department for less than six months when 11 they died in the line of duty; and 12 WHEREAS, Officer Farrell, who was 30 years old at 13 the time of her death, had worked for the Polk County 14 Sheriff’s Office for several years before joining the 15 Des Moines Police Department, and was the first female 16 officer in Iowa killed in the line of duty; and 17 WHEREAS, Officer Puente-Morales, who was 34 years 18 old at the time of his death, served in both Iraq and 19 Afghanistan as a member of the Iowa National Guard, and 20 had worked for the Franklin County Sheriff’s Department 21 -1- LSB 6213YH (6) 87 gh/rh 1/ 2
H.R. 109 and the Ottumwa Police Department for several years 22 before joining the Des Moines Police Department; and 23 WHEREAS, Officers Farrell and Puente-Morales 24 dedicated their careers to public service and are 25 remembered by their peers and their communities as 26 models for what a good public servant should be; and 27 WHEREAS, on February 13, 2018, the Dallas County 28 Board of Supervisors passed a resolution in support of 1 the designation of a memorial bridge, near the area of 2 the accident site on Interstate 80, to honor the memory 3 of Officers Farrell and Puente-Morales; NOW THEREFORE, 4 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That 5 the House of Representatives rises to honor Officers 6 Susan Farrell and Carlos Puente-Morales, who devoted 7 their lives to protecting the public, for their service 8 and sacrifice to the State of Iowa; and 9 BE IT FURTHER RESOLVED, That copies of this 10 Resolution be prepared for and transmitted to 11 the families of Officers Susan Farrell and Carlos 12 Puente-Morales. 13 -2- LSB 6213YH (6) 87 gh/rh 2/ 2
