H.F. 514 Section 1. Section 261.1, subsection 2, paragraphs a and d, 1 Code 2017, are amended to read as follows: 2 a. A member of the state board of regents to be named by the 3 board, or the executive director of the board if so appointed 4 by the board, who shall serve for a four-year term or until the 5 expiration of the member’s term of office. Such member shall 6 convene the organizational meeting of the commission. 7 d. Eight Nine additional members to be appointed by the 8 governor . as follows: 9 (1) One of the members member shall be selected to represent 10 private colleges and universities located in the state of Iowa. 11 When appointing this member, the governor shall give careful 12 consideration to any person or persons nominated or recommended 13 by any organization or association of some or all private 14 colleges and universities located in the state of Iowa. 15 (2) One of the members member shall be selected to represent 16 Iowa’s community colleges located in the state of Iowa . 17 When appointing this member, the governor shall give careful 18 consideration to any person or persons nominated or recommended 19 by any organization or association of Iowa community colleges. 20 (3) One member shall be enrolled as a student at a an 21 institution of higher learning governed by the board of regents 22 institution , a community college, or an accredited private 23 institution. 24 (4) One member shall be a representative of a lending 25 institution located in this state. One member shall be 26 an individual who is repaying or has repaid a student loan 27 guaranteed by the commission parent of a student enrolled 28 at an institution of higher learning governed by the board 29 of regents, a community college, or an accredited private 30 institution . 31 (5) One member shall represent practitioners licensed 32 under chapter 272. When appointing this member, the governor 33 shall give careful consideration to any person nominated by 34 an Iowa teacher association or other education stakeholder 35 -1- LSB 2369HV (2) 87 kh/rj 1/ 3
H.F. 514 organization. 1 (6) The other three Four members shall represent the 2 general public , none of whom shall be official officers, board 3 members , or trustees of an institution of higher learning or 4 of an association of institutions of higher learning , shall be 5 selected to represent the general public . 6 Sec. 2. Section 261.1, subsection 3, Code 2017, is amended 7 to read as follows: 8 3. The members of the commission appointed by the governor 9 shall serve for a term of four years. The voting members of 10 the commission shall elect a chairperson and vice chairperson. 11 Meetings may be called by the chairperson or a majority of the 12 voting members. 13 Sec. 3. Section 261.1, subsection 4, paragraph b, Code 2017, 14 is amended to read as follows: 15 b. A vacancy shall exist on the commission when a 16 legislative member of the commission ceases to be a member of 17 the general assembly , when a parent member no longer has a 18 child enrolled in postsecondary education, or when a student 19 member ceases to be enrolled as a student. Such vacancy shall 20 be filled within thirty days. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill makes changes to the membership of the college 25 student aid commission. 26 Currently, one of the members of the commission is also 27 a member of the board of regents or the executive director 28 of the board of regents. The bill strikes a provision that 29 directs this member to convene the organizational meeting of 30 the commission. 31 The bill strikes provisions requiring that one member 32 represent a lending institution and one member be an individual 33 who is repaying or has repaid a student loan guaranteed by the 34 commission, and adds provisions requiring that one member be 35 -2- LSB 2369HV (2) 87 kh/rj 2/ 3
H.F. 514 a parent of a student enrolled in an accredited postsecondary 1 institution in the state, and that one member represent 2 practitioners licensed by the board of educational examiners. 3 The bill increases the number of members who represent the 4 general public from three to four members, and provides that 5 none of the four shall be officers, board members, or trustees 6 of an institution or association of institutions of higher 7 learning. 8 Under the bill, a vacancy occurs when the parent member no 9 longer has a child enrolled in postsecondary education; the 10 voting members of the commission shall elect a chairperson and 11 vice chairperson; and meetings may be called by the chairperson 12 or a majority of the voting members. 13 -3- LSB 2369HV (2) 87 kh/rj 3/ 3
