H.F. 498 Section 1. Section 256.7, Code 2017, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 33. Adopt rules to require school districts 3 to adopt protocols for suicide prevention and postvention, as 4 developed by the Iowa center for suicide prevention established 5 in section 256.47. 6 Sec. 2. NEW SECTION . 256.47 Iowa center for suicide 7 prevention. 8 1. For purposes of this section, unless the context 9 otherwise requires: 10 a. “Postvention” means the provision of crisis intervention, 11 support, and assistance for those affected by a suicide or 12 suicide attempt to prevent further risk of suicide. 13 b. “Trauma-informed care” means services that are based 14 on an understanding of the vulnerabilities and triggers of 15 individuals who have experienced trauma, recognize the role 16 trauma has played in the lives of those individuals, recognize 17 the presence and onset of trauma symptoms, are supportive of 18 trauma recovery, and avoid further traumatization. 19 2. The Iowa center for suicide prevention is established in 20 the department to provide, in a coordinated and comprehensive 21 way, ongoing support to Iowa’s schools relating to suicide 22 prevention and trauma-informed care, in the form of 23 information, resources, and evidence-based training content. 24 It shall be the goal of the center that every student, 25 regardless of where they reside in the state, have access 26 to the same high-quality suicide prevention, intervention, 27 and support resources. The department may employ personnel 28 necessary to carry out the duties of the center. 29 3. The center shall have the initial responsibility of 30 supporting schools with implementation of suicide prevention 31 programs and development of trauma-informed learning 32 environments, including but not limited to the following: 33 a. Through collaboration with suicide prevention 34 coordinators and initiatives across state departments, the 35 -1- LSB 1994HH (2) 87 je/sc 1/ 5
H.F. 498 center shall lead a public-private coalition of state and 1 local agencies, community groups, organizations including area 2 education agencies, and individuals with the goal of supporting 3 statewide suicide prevention, awareness, and intervention, and 4 providing necessary resources for such efforts. 5 b. The center shall adapt existing evidence-based suicide 6 prevention and trauma-informed care training for school 7 personnel, which training accounts for best practices and 8 up-to-date research in these fields, to be provided pursuant to 9 section 280.30. The center shall provide guidance and support 10 to schools providing such training. 11 c. The center shall develop evidence-based model protocols 12 to assist schools in suicide prevention and postvention, to be 13 adopted pursuant to section 256.7, subsection 33. 14 d. The center shall develop recommendations for 15 social-emotional learning programs and supports for schools. 16 e. The center shall encourage content developed by the 17 center to be included in preservice teacher training. 18 4. The long-term responsibilities of the center shall 19 include the following: 20 a. Coordinating a comprehensive community effort of suicide 21 prevention to identify and develop supports for students at 22 risk of suicide. 23 b. Adapting, reviewing, and improving evidence-based 24 training on suicide prevention and trauma-informed care on an 25 ongoing basis. 26 c. Identifying unmet needs in school and community 27 social-emotional learning supports. 28 d. Supporting efforts by schools to provide suicide 29 prevention and trauma-informed care for students. 30 e. Through community involvement, identifying resources 31 outside of a school setting for students identified as at risk 32 for suicide. 33 Sec. 3. NEW SECTION . 280.30 Suicide prevention and 34 trauma-informed care training. 35 -2- LSB 1994HH (2) 87 je/sc 2/ 5

By July 1, 2018, the board of directors of a school 1 district shall integrate biennial, evidence-based training on 2 suicide prevention for all school personnel who hold a license, 3 certificate, authorization, or statement of recognition 4 issued by the board of educational examiners and who have 5 regular contact with students in grades six through twelve 6 into the school district’s comprehensive school improvement 7 plan submitted pursuant to section 256.7, subsection 21. The 8 content of the training shall be determined by the Iowa center 9 for suicide prevention established in section 256.47. 10 2. By July 1, 2018, the board of directors of a school 11 district shall integrate biennial, evidence-based training 12 on trauma-informed care for all school personnel who hold 13 a license, certificate, authorization, or statement of 14 recognition issued by the board of educational examiners 15 and who have regular contact with students in kindergarten 16 through grade twelve into the school district’s comprehensive 17 school improvement plan submitted pursuant to section 256.7, 18 subsection 21. The content of the training shall be determined 19 by the Iowa center for suicide prevention established in 20 section 256.47. 21 Sec. 4. APPROPRIATION. There is appropriated from the 22 general fund of the state to the department of education for 23 the fiscal year beginning July 1, 2017, and ending June 30, 24 2018, the following amount, or so much thereof as is necessary, 25 to be used for the purposes designated: 26 For the establishment and administration of the Iowa 27 center for suicide prevention, including salaries, support, 28 maintenance, and miscellaneous purposes: 29 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 30 Sec. 5. ADMINISTRATIVE RULES. The state board of education 31 shall submit a notice of intended action to the administrative 32 rules coordinator and the administrative code editor pursuant 33 to section 17A.4, subsection 1, not later than December 13, 34 2017, for the adoption of rules required by section 256.7, 35 -3- LSB 1994HH (2) 87 je/sc 3/ 5
H.F. 498 subsection 33, as enacted by this Act. The board shall adopt 1 such rules not later than July 1, 2018. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill establishes the Iowa center for suicide prevention 6 in the department of education to provide, in a coordinated and 7 comprehensive way, ongoing support to Iowa’s schools relating 8 to suicide prevention and trauma-informed care, in the form of 9 information, resources, and evidence-based training content. 10 The goal of the center is that every student, regardless 11 of where they reside in the state, have access to the same 12 high-quality suicide prevention, intervention, and support 13 resources. The bill also provides long-term 23 responsibilities of the center, including adapting, reviewing, 24 and improving evidence-based training on suicide prevention and 25 trauma-informed care on an ongoing basis and supporting efforts 26 by schools to provide suicide prevention and trauma-informed 27 care for students. 28 The bill appropriates $500,000 from the general fund of 29 the state to the department for fiscal year 2017-2018 for the 30 establishment and administration of the center. 31 The bill requires the board of directors of a school 32 district to integrate biennial, evidence-based training on 33 suicide prevention for all school personnel who hold a license, 34 certificate, authorization, or statement of recognition issued 35 -4- LSB 1994HH (2) 87 je/sc 4/ 5

The content of the training shall be determined by the 4 center. The bill provides a similar requirement for training 5 on trauma-informed care for school personnel who have regular 6 contact with students in kindergarten through grade 12. 7 The bill requires the state board of education to adopt rules 8 to require school districts to adopt protocols for suicide 9 prevention and postvention as developed by the center. The 10 bill requires the board to submit a notice of intended action 11 to begin such rulemaking no later than December 13, 2017, and 12 to adopt such rules not later than July 1, 2018. 13 The bill defines “trauma-informed care” as services that are 14 based on an understanding of the vulnerabilities and triggers 15 of individuals who have experienced trauma, recognize the role 16 trauma has played in the lives of those individuals, recognize 17 the presence of trauma symptoms and their onset, are supportive 18 of trauma recovery, and avoid further traumatization.
