H.F. 364 Section 1. NEW SECTION . 7E.4A Criminal record —— 1 application for licensure. 2 If the administrative rules governing an executive branch 3 administrative unit that regulates a profession prevent 4 persons with a criminal record from applying for a license, 5 certificate, registration, or other authorization to practice 6 the profession, the administrative unit shall adopt rules to 7 provide a waiver process to allow such persons to apply for a 8 license, certificate, registration, or other authorization. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill requires executive branch administrative units 13 that regulate a profession to adopt rules to provide for a 14 waiver process for persons with a criminal record who are 15 barred from applying for a license, certificate, registration, 16 or other authorization to practice the profession. 17 -1- LSB 1383YH (3) 87 tr/nh 1/ 1
