Section
1.
MEDICAID
PROGRAM
——
ASSET,
INCOME,
AND
IDENTITY
1
VERIFICATION.
The
department
of
human
services
shall
issue
a
2
request
for
proposals
to
contract
with
a
third-party
vendor
3
to
establish
an
electronic
asset,
income,
and
identity
4
eligibility
verification
system
for
the
purposes
of
determining
5
or
redetermining
the
eligibility
of
an
individual
who
is
6
an
applicant
for
or
recipient
of
medical
assistance
under
7
the
Medicaid
state
plan
on
the
basis
of
being
aged,
blind,
8
or
disabled
in
accordance
with
42
U.S.C.
§1396w.
The
9
third-party
vendor
selected
shall
be
able
to
demonstrate
in
10
writing
its
current
relationships
or
contracts
with
financial
11
institutions
in
the
state
and
nationally.
Participation
by
12
financial
institutions
in
providing
account
balances
for
13
asset
verification
shall
remain
voluntary.
The
department
of
14
human
services
shall
submit
a
progress
report,
by
September
15
1,
2017,
to
the
chairpersons
and
ranking
members
of
the
joint
16
appropriations
subcommittee
on
health
and
human
services,
the
17
legislative
services
agency,
and
the
legislative
caucus
staffs.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
19
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
21
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
22
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
human
services
(DHS)
to
24
issue
a
request
for
proposals
to
contract
with
a
third-party
25
vendor
to
establish
an
electronic
asset,
income,
and
identity
26
eligibility
verification
system
to
determine
or
redetermine
27
the
eligibility
of
an
individual
who
is
an
applicant
for
or
28
recipient
of
Medicaid
on
the
basis
of
being
aged,
blind,
or
29
disabled.
The
third-party
vendor

shall
be
able
to
