542B.2,
subsection
9,
Code
2017,
is

amended
by
adding
the
following
new
paragraph:

PARAGRAPH

c.
Notwithstanding
paragraphs
“a”
and
“b”
,

a
person
shall
not
be
construed
to
be
engaged
in
the
practice
4
of
engineering
if
the
person
engages
in
earthmoving
or
related
5
work
associated
with
a
soil
and
water
conservation
practice
6
on
farmland
or
any
land
owned
by
a
political
subdivision
7
if
the
construction
or
establishment
of
the
soil
and
water
8
conservation
practice
does
not
require
a
permit
from
the
9
department
of
natural
resources,
or
for
work
related
to
a
10
livestock
waste
facility
if
the
work
does
not
require
a
permit
11
from
the
department
of
natural
resources.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
that
the
construction
or
establishment
of
16
certain
soil
and
water
conservation
practices
and
work
relating
17
to
livestock
waste
facilities
shall
not
be
construed
as
the
18
practice
of
engineering,
as
that
term
is
defined
in
current
19
Code
chapter
542B,
relating
to
licensure
of
professional
20
engineers
and
land
surveyors.
