H.F. 2403 Section 1. RESCISSION OF ADMINISTRATIVE RULE. 1 1. 571 Iowa administrative code, rule 106.7, subrule 3, 2 paragraph e, is rescinded. 3 2. As soon as practicable, the Iowa administrative code 4 editor shall remove the language of the Iowa administrative 5 code rule referenced in subsection 1 of this section from the 6 Iowa administrative code. 7 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 8 importance, takes effect upon enactment. 9 EXPLANATION 10 The inclusion of this explanation does not constitute agreement with 11 the explanation’s substance by the members of the general assembly. 12 This bill rescinds an administrative rule relating to the 13 use of certain handguns for hunting deer. Currently, the 14 administrative rule rescinded by the bill specifies the types 15 of legal handgun calibers for hunting deer in Iowa. The 16 administrative rule rescinded by the bill also requires that 17 centerfire handguns and black powder handguns have a 4-inch 18 minimum barrel length, and centerfire handguns shall not have 19 any parts that extend beyond the back of the pistol grip. The 20 administrative rule rescinded by the bill also prohibits a 21 shoulder stock or long-barrel modifications to any handgun. 22 The bill includes an immediate effective date. 23 -1- LSB 5684HV (2) 87 jm/rh 1/ 1
