H.F. 2386 Section 1. HOME HEALTH PROVIDER REIMBURSEMENT —— MEDICAID 1 PROGRAM. The department of human services shall adopt rules 2 pursuant to chapter 17A to require that under both the Medicaid 3 fee-for-service and managed care reimbursement and delivery 4 systems, home health providers shall be exempt from prior 5 authorization and shall be reimbursed in accordance with the 6 reimbursement methodology and payment rates specified in 42 7 C.F.R. §484. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill requires the department of human services to 12 adopt administrative rules to require that under both Medicaid 13 fee-for-service and managed care reimbursement and delivery 14 systems, home health providers shall be exempt from prior 15 authorization and shall be reimbursed in accordance with the 16 reimbursement methodology and payment rates specified in the 17 code of federal regulations which provides for a home health 18 prospective payment system rate update and case-mix adjustment 19 methodology refinements. 20 -1- LSB 6037YH (4) 87 pf/rh 1/ 1
