H.F. 2326 Section 1. Section 124E.2, subsection 6, Code 2018, is 1 amended by striking the subsection and inserting in lieu 2 thereof the following: 3 6. “Medical cannabidiol” means any species of the genus 4 cannabis plant, or any mixture or preparation of them, 5 including whole plant extracts and resins. 6 Sec. 2. Section 124E.5, subsection 1, paragraph a, Code 7 2018, is amended to read as follows: 8 a. A medical cannabidiol board is created consisting of 9 eight practitioners representing the fields of neurology, pain 10 management, gastroenterology, oncology, psychiatry, pediatrics, 11 family medicine, and pharmacy, and one representative from law 12 enforcement , and a patient or primary caregiver in possession 13 of a valid medical cannabidiol registration card issued 14 pursuant to this chapter . 15 Sec. 3. Section 124E.5, subsection 2, Code 2018, is amended 16 to read as follows: 17 2. The medical cannabidiol board shall convene at least 18 twice but no more than four times per year. 19 Sec. 4. Section 124E.5, subsection 3, Code 2018, is amended 20 by adding the following new paragraph: 21 NEW PARAGRAPH . f. Adding by rule medical conditions, 22 medical treatments, or debilitating diseases to the list of 23 debilitating medical conditions for which the medical use of 24 cannabidiol would be medically beneficial under this chapter if 25 the medical use of cannabidiol is approved for the treatment of 26 such a medical condition, medical treatment, or debilitating 27 disease in at least two neighboring states. 28 EXPLANATION 29 The inclusion of this explanation does not constitute agreement with 30 the explanation’s substance by the members of the general assembly. 31 This bill relates to the medical cannabidiol Act. 32 The bill alters the definition of medical cannabidiol 33 by providing that “medical cannabidiol” means any species 34 of the genus cannabis plant, or any mixture or preparation 35 -1- LSB 5877YH (3) 87 ss/rh 1/ 2

The bill 1 removes the requirement in the current definition that medical 2 cannabidiol have a tetrahydrocannabinol (THC) level of no more 3 than 3 percent. The bill adds to the members of the medical 4 cannabidiol board a patient or primary caregiver with a valid 5 medical cannabidiol registration card issued under Code chapter 6 124E (medical cannabidiol Act), and removes the requirement 7 that the medical cannabidiol board meet no more than four times 8 per year. 9 The bill allows the medical cannabidiol board to add to the 10 list of debilitating medical conditions for which a medical 11 cannabidiol registration card may be issued if the treatment by 12 medical cannabidiol of such a debilitating medical condition is 13 approved by at least two neighboring states. 14 -2- LSB 5877YH (3) 87 ss/rh 2/ 2
