Section
1.
Section
257.31,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
19.
A
student
meal
debt
elimination
fund
is
3
created
in
the
state
treasury
under
the
control
of
the
school
4
budget
review
committee.
The
committee
may
accept
gifts,
5
grants,
bequests,
and
other
private
contributions,
as
well
as
6
state
or
federal
moneys,
for
deposit
in
the
fund.
Moneys
in
7
the
fund
are
appropriated
to
the
school
budget
review
committee
8
for
purposes
of
relieving
school
districts
of
student
meal
9
debt.
The
committee
in
its
discretion
shall
distribute
the
10
available
moneys
in
the
fund
to
school
districts
in
the
amounts
11
determined
by
the
committee.
Notwithstanding
section
8.33,
12
moneys
in
the
fund
at
the
end
of
each
fiscal
year
shall
not
13
revert
to
any
other
fund
but
shall
remain
in
the
student
meal
14
debt
elimination
fund
for
expenditure
for
subsequent
fiscal
15
years.
Notwithstanding
section
12C.7,
interest
or
earnings
on
16
moneys
in
the
fund
shall
be
credited
to
the
fund.

There
is
appropriated
from
the
general
fund

of
the
state
to
the
school
budget
review
committee
for
the

fiscal
year
beginning
July
1,
2018,
and
ending
June
30,
2019,

the
following
amount,
or
so
much
thereof
as
is
necessary,
to
be
22
used
for
the
purposes
designated:

section

subsection
19,
if
enacted
by
