Section
1.
Section
144.46,
subsection
2,
Code
2018,
is

amended
to
read
as
follows:

Fees
collected
by
the
state
registrar
and
by
the
county

registrar
on
behalf
of
the
state
under
this
section
shall

be
deposited
in
the
general
fund
of
the
state
and
the
vital
5
records
fund
established
in
section
144.46A
in
accordance
6
with
an
apportionment
established
by
rule.
Fees
County
fees
7
collected
by
the
county
registrar
pursuant
to
section
331.605,
8
subsection
1
,
paragraph
paragraphs
“f”
and
“g”
,
shall
be
9
deposited
in
the
county
general
fund.

Sec.
2.
Section
331.605,
subsection
1,
paragraphs
f
and
g,

Code
2018,
are
amended
to
read
as
follows:

f.
A
county
fee
of
four
dollars
for
the
issuance
of
a
13
certified
copy
of
a
birth
record,
death
record,
or
marriage
14
certificate
other
than
the
copy
issued
pursuant
to
paragraph
15
“g”
.
The
county
fee
collected
pursuant
to
this
paragraph
shall
16
be
an
amount
equal
to
forty
percent
of
the
fee
established
17
by
the
department
of
public
health
for
the
applicable
record
18
pursuant
to
section
144.46.

g.
For
filing
an
application
for
the
license
to
marry,
20
thirty-five
dollars,
which
includes
payment
for
one
certified
21
copy
of
the
original
certificate
of
marriage,
to
be
issued
22
following
filing
of
the
original
certificate
of
marriage,
four
23
fourteen
dollars
of
which
shall
be
retained
by
the
county
24
pursuant
to
paragraph
“f”
as
a
county
fee
.
For
issuing
an
25
application
for
an
order
of
the
district
court
authorizing
the
26
validation
of
a
license
to
marry
before
the
expiration
of
three
27
days
from
the
date
of
issuance
of
the
license,
five
dollars.

The
district
court
shall
authorize
the
early
validation
of
a
29
marriage
license
without
the
payment
of
any
fees
imposed
in
30
this
paragraph
upon
showing
that
the
applicant
is
unable
to
pay
31
the
fees.

This
bill
relates
to
fees
collected
by
the
county
recorder

for
copies
of
vital
records
and
applications
for
marriage

licenses.

Related
to
issuance
of
a
certified
copy
of
a
birth
record,
4
death
record,
or
marriage
certificate
by
a
county,
the
bill
5
requires
that
the
county
collect
a
county
fee
equal
to
40
6
percent
of
the
fee
established
by
the
Iowa
department
of
public
7
health
for
providing
those
records.
8
Under
current
law,
the
fee
for
filing
a
marriage
application
9
and
receiving
a
copy
of
the
original
marriage
certificate
is
10
set
at
$35.
The
bill
raises
the
portion
of
the
fee
retained
11
by
the
county
from
$4
to
$14.
Current
law
also
requires
a
12
district
court
to
authorize
the
early
validation
of
a
marriage
13
license
without
the
payment
of
any
fees
upon
showing
that
an
14
applicant
is
unable
to
pay
the
fees.
