BILL’S
PROVISIONS.
This
bill
provides
that
a
person
who
3
holds
an
ownership
interest
in
a
dairy
animal
classified
4
as
a
cow,
sheep,
or
goat
is
not
prohibited
from
using
milk
5
derived
from
that
animal
for
personal
consumption
or
other
6
personal
use.
It
amends
a
number
of
Code
chapters
specifically
7
regulating
the
production
and
sale
of
milk,
by
providing
that
8
the
provisions
of
those
Code
chapters
do
not
apply
to
such
9
milk.

BACKGROUND.
Generally,
the
production
and
sale
of
milk
11
is
regulated
by
the
department
of
agriculture
and
land
12
stewardship.
The
department
regulates
the
processing
of
milk
13
and
the
manufacture
of
milk
or
milk
products
and
dairy
products
14
under
a
number
of
Code
chapters,
including
Code
chapter
159
15
which
sets
forth
its
general
regulatory
authority,
Code
chapter
16
189
which
provides
for
the
regulation
of
agriculture-related
17
products
and
activities,
Code
chapter
190
which
describes
and
18
prohibits
the
sale
of
adulterated
food,
Code
chapter
191
which
19
relates
to
the
labeling
of
food,
and
Code
chapter
192
which
20
relates
to
milk
production
and
processing,
the
“Iowa
Grade
‘A’
21
Milk
Inspection
Law”
(Code
section
192.101).
