Section
1.
Section
239B.7,
Code
2018,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
11.
Marriage
income
disregard.
The
3
department
shall
disregard
the
income
of
a
new
spouse
for
4
eighteen
consecutive
months,
beginning
the
month
following
the
5
date
of
the
marriage
certificate.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Current
law
provides
certain
exemptions,
deductions,
and
10
disregards
for
determining
a
family’s
income
and
resources
for
11
purposes
of
the
family’s
initial
and
continuing
eligibility
12
for
assistance
under
the
family
investment
program.
This
bill
13
requires
the
department
of
human
services
to
disregard
the
14
income
of
a
new
spouse
for
18
consecutive
months,
beginning
the
15
month
following
the
date
of
the
marriage
certificate.
