1.
Section
400.20,
Code
2018,
is
amended
to
read
as
1
follows:

400.20
Appeal.
3
The
removal,
discharge,
demotion,
or
suspension
of
a
person
4
holding
civil
service
rights
may
be
appealed
to
the
civil
5
service
commission
within
fourteen
calendar
days
after
the
6
removal,
discharge,
demotion,
or
suspension.
The
person
shall
7
have
an
additional
thirty
days
to
appeal
if
the
circumstances
8
relating
to
the
removal,
discharge,
demotion,
or
suspension
9
involve
conduct
by
a
supervisor
or
other
employee
of
the
10
person’s
department
that
results
in
a
conviction
of
a
crime
by
11
a
guilty
plea,
deferred
judgment,
or
other
finding
of
guilt
by
12
a
court
of
competent
jurisdiction.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
15
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
a
person
an
additional
30
days
to
appeal
17
a
removal,
discharge,
demotion,
or
suspension
to
a
city
18
civil
service
commission
if
the
circumstances
relating
to
the
19
removal,
discharge,
demotion,
or
suspension
involve
conduct
by
20
a
supervisor
or
other
employee
of
the
person’s
department
that
21
results
in
a
conviction
of
a
crime
by
a
guilty
plea,
deferred
22
judgment,
or
other
finding
of
guilt
by
a
court
of
competent
23
jurisdiction.
Under
current
law,
a
person
has
14
days
after
24
the
removal,
discharge,
demotion,
or
suspension
to
make
an
25
appeal.
