H.F. 2039 Section 1. Section 400.20, Code 2018, is amended to read as 1 follows: 2 400.20 Appeal. 3 The removal, discharge, demotion, or suspension of a person 4 holding civil service rights may be appealed to the civil 5 service commission within fourteen calendar days after the 6 removal, discharge, demotion, or suspension. The person shall 7 have an additional thirty days to appeal if the circumstances 8 relating to the removal, discharge, demotion, or suspension 9 involve conduct by a supervisor or other employee of the 10 person’s department that results in a conviction of a crime by 11 a guilty plea, deferred judgment, or other finding of guilt by 12 a court of competent jurisdiction. 13 EXPLANATION 14 The inclusion of this explanation does not constitute agreement with 15 the explanation’s substance by the members of the general assembly. 16 This bill provides a person an additional 30 days to appeal 17 a removal, discharge, demotion, or suspension to a city 18 civil service commission if the circumstances relating to the 19 removal, discharge, demotion, or suspension involve conduct by 20 a supervisor or other employee of the person’s department that 21 results in a conviction of a crime by a guilty plea, deferred 22 judgment, or other finding of guilt by a court of competent 23 jurisdiction.
