Resolution
condemning
the
terrorist
acts
of
al
Qaeda

and
the
Islamic
State
of
Iraq
and
Syria.

WHEREAS,
on
September
11,
2001,
acts
of
treacherous
3
violence
were
committed
against
the
United
States
and
4
its
citizens;
and
5
WHEREAS,
in
light
of
the
threat
to
the
national
6
security
and
foreign
policy
of
the
United
States
7
posed
by
these
grave
acts
of
violence
committed
by
al
8
Qaeda
members
and
sympathizers,
and
such
acts
continue
9
to
pose
an
unusual
and
extraordinary
threat
to
the
10
national
security
and
foreign
policy
of
the
United
11
States;
and
12
WHEREAS,
the
Islamic
State
of
Iraq
and
Syria
(ISIS)
13
is
a
terrorist
organization
responsible
for
committing
14
barbaric
acts
against
United
States
citizens
and
15
others;
and
16
WHEREAS,
ISIS
continues
to
hold
hostages
in
blatant
17
contravention
of
international
law;
and
18
WHEREAS,
ISIS
has
committed
despicable
acts
of
19
violence
against
Iraqi
Christians,
forcing
many
to
flee
20
their
ancient
homeland;
and
21
WHEREAS,
ISIS
has
committed
despicable
acts
of
22
violence
against
Muslims
who
do
not
subscribe
to
ISIS’s
23
depraved,
violent,
and
oppressive
ideology;
and
24
WHEREAS,
ISIS
has
threatened
to
decimate
the
ancient
25
Yazidi
population
of
Iraq
while
abducting
Yazidi
26
women
and
children
and
subjecting
them
to
rape,
forced
27
marriage,
and
slavery;
and

WHEREAS,
ISIS
has
targeted
many
other
religious
1
and
ethnic
minority
groups,
including
Turkmen
2
populations;
and
3
WHEREAS,
ISIS
threatens
to
conduct
terrorist
attacks
4
internationally;
and
5
WHEREAS,
such
acts
render
it
both
necessary
and
6
appropriate
that
the
United
States
exercise
its
rights
7
to
self-defense
and
to
protect
United
States
citizens
8
both
at
home
and
abroad;
NOW
THEREFORE,
9
BE
IT
RESOLVED
BY
THE
SENATE,
That
the
Iowa
Senate
10
respectfully
calls
on
the
federal
government
of
the
11
United
States
to
hunt
down
members
and
sympathizers
of
12
al
Qaeda
and
ISIS,
and
any
of
their
affiliates,
and
to
13
do
all
things
necessary
to
eradicate
the
threat
they
14
pose
to
the
national
security
and
foreign
policy
of
the
15
United
States.
